Background

Strengthening the capacity of the agriculture sector is set as a priority in Kosovo. In this regard, improving the productivity and quality of products in the agriculture sector are highlighted as well as increasing competitiveness and alignment to EU standards. In particular, food safety concern is one of the general objectives of Kosovo.

Based on the discussion between the JICA ODA Adviser and the senior management of the Kosovo Food and Veterinary Agency (KFVA) who participated in the JICA training program in 2012, the needs of KFVA for strengthening its capacity for auditing the food safety control process was identified. The first course, entitled "General Principles of Food Hygiene (Good Manufacturing Practice and HCCP system was conducted at the University of Jordan in 2017. The second course is organized in October 2019.

The Overall Goal

The project intends to create a group of trainers for food safety control measures especially focusing on auditing Hazard Analysis Critical Control Point (HACCP) implementation and General Principles of Food Hygiene.

Output

Create a group of trainers for food safety control measures especially focusing on auditing HACCP implementation in Kosovo
Identification of the requirements of inspection and monitoring of hygiene and HACCP system in food organizations
Enable traineers to develop the perfect scheduling audit plan

Project Activities

Organizing traning courses (in total three traings)
Training consist of: Lectures, Practicals, Discussion, Team work, and Site visits

Inputs

Discuss the Training needs and priorities with KFVA and inform UoJ
-Request and obtain nomination from KFVA through JICA Balkan Office
-Shortlist the participants in consultation with UoJ, and notify the results to KFVA through MEI
-Arrange logistics related to the implementation of both Training programs in Jordan and Kosovo
-Conduct pre-departure briefing and the firts day orientation for the participants B15
-Participate in monitoring the Training the Training implementation
-Complete all payment upon sucessful accomplishment of the Training and service delivery
-B15Follow-up with the action plan implementation after Training period

Inputs

[Kosovo (KFVA) and Jordan (UoJ) side side]

KFVA shall:
Discuss the training modules with JICA/UoJ
Identify 13 elogible participants who are commited to improve their capacity in food safety control
Draft and submit the aplication forms along with passport copies to MEI whic will issue the nomination letter and submit it along with aplication forms to JICA Balkan office and JICA Jordan office by July 31 2019
Monitor and ensure all the participants to transfer thier knowledge, obtained during the training program, to other colleagues in KFVA and contribute to thier capacity building
Ensure all the participants to implement the action plans developed during the training.

UoJ shall:
Develop the training course in consulation with JICA and KFVA
Preapre General Information (GI) of the training course
Assign the qualified lecturers/instructors who are able to meet the needs of KFVA in the training program
Provide its training premises, facilities and equipment during the training period
Provide the transportation on a daily between hotel and training facilities for the participants
Assist JICA Jordan office and Balkan office in shortlisting the candidates
Consult and coordinate with JICA Jordan office on any matters realted to the training course
Propose the follow up training program to be implemented in Kosovo
