Joint Coordinating Committee in the fourth year

Joint Coordinating Committee Meeting was held at Ministry of Education and Sports No. 3 Building on 19th July in order to confirm the results of JICA Terminal Evaluation and sign the minutes of meeting. 23 Lao Participants from counterpart departments such as DTE (Department of Teacher Education), DPPE (Department of Primary and Pre-school Education), PES (Provincial Education Service), DEB (District Education Bureau), and TTC (Teacher Training College), RIES (Research Institute for Educational Science) and ESQAC (Educational Standards and Quality Assurance Centre) gathered. Japanese Participants were 14 from Embassy of Japan in the Lao PDR, JICA Terminal Evaluation team and the Project team.

1. Report of Endline survey results

Before the report on the results of the Terminal Evaluation, ITSME trainer, Mr. Phimmasone from Savannakhet TTC, briefly presented the results of Endline survey conducted on February. Comparing with the results of the Baseline survey, the presentation showed the Project outcomes clearly to the participants.

2. Report of Terminal Evaluation results

Japanese Terminal Evaluation Team reported the results of the survey conducted for three weeks. The team members presented the summary report because they discussed with directors from all target area on the day before, 18th of July.

Firstly, the achieved level of Project Purpose was reported. Although there is a critical issue on teachers' subject knowledge, the quality of teachers' lesson plans was improved. In addition, the team realized that the lesson in the classroom became easy to understand for children.

Next, the evaluation of Overall Goal was reported. The effort of each organization concerned and the strong will of schools promoted the Project effects in non-target area. Therefore, the Overall Goal was also evaluated as an expected achieved. Moreover, Five evaluation criteria were reported. Relevance was "Very high". Effectiveness, Efficiency and Impact were "High". Sustainability was "Satisfactory at the Central Level and High at the Local Level". As a result, the achievements of the Project are considered very high at this moment. That shows that the Project contributed the improvement of Lao education. However, the evaluation team recommended several points to maintain and expand the project effects. In terms of these recommendations, the Project will discuss with the counterparts to take quick responses.

After the report from the evaluation team, the directors of each PES showed the appreciation on the project's effort and expressed their will to continue the project activities. Furthermore, the director of DTE explained the project future plan.

Based on the discussion, the minutes of meeting was signed between the director of DTE and the leader of Japanese Terminal Evaluation Team.
