Kick-off seminars telling the start of the Project were organized at pilot sites in Vientiane Capital, Luang Prabang and Thakhek in late September and early October. Presided over by the Ministry of Public Works and Transport, which is a main counterpart organization of the Project, the seminars had many presenters including Mr. Shimomura of Saitama City Waterworks Bureau, Chief Advisor of the Project, introducing the general outline of the Project. Mr. Shimomura emphasized importance of proactive participation of the counterpart officials for their capacity development (= achievement of the project goal). General Managers of Water Supply State Enterprises presented their previous efforts and current issues in water supply in each city and province. Reflecting high interest of Lao people toward Japan's support, an article of the seminar in Vientiane Capital was posted on Vientiane Mai (Lao) and Vientiane Times (English) on the next day.
