1st REL/MRV TWG Meeting held

Forestry sector of Lao PDR has agreed to establish six Technical Working Groups (TWGs) to promote REDD+[1]. The 1st meeting of REL[2]/MRV[3] TWG was held on 27th April with a total of 30 participants from Department of Forest Resource Management, Department of Forestry, MONRE Department of Disaster Management and Climate Change, and development partners concerned. Mr. Linthong, the Director of Forest Inventory and Planning Division (FIPD) of Department of Forestry, chaired the meeting, and F-REDD supported the meeting as a lead partner.

The meeting discussed the TWG's work plan towards 2020 and experts from F-REDD presented the basics of some key topics under the TWG, such as REDD+, REL, MRV and NFMS[4]. The presentation included issues for Lao PDR and was followed by a lively exchange of views. It was a highly useful opportunity for the participants to foster shared understanding of the roles and planned activities of the TWG.

  • [1] REDD+: is the aid mechanism in which the international society provides an economic incentive to developing countries to reduce greenhouse gas emissions.
  • [2] REL (Reference Emission Level): is a baseline or a benchmark to measure changes in greenhouse gas emissions.*3 MRV: is the system to carry out the measurement, reporting, and verification of the results of emission reductions of greenhouse gas.
  • [3] MRV: is the system to carry out the measurement, reporting, and verification of the results of emission reductions of greenhouse gas.
  • [4] NFMS (National Forest Monitoring System): is the system for monitoring and reporting REDD+ activities. It is used as the basis to estimate forest related greenhouse-gas emissions and removals.
