Overview of the project

The project for improving quality of healthcare services and financial management of the hospitals (QHCF) has been launched in March 2022. In September, the Kickoff Meeting for the QHCF Project was held at Champasak Province and declared the commencement of the project. After some surveys and activities had been implemented, the project organized the First Joint Coordinating Committee Meeting in January 2023 and agreed on the amendment of Record of Discussion (R/D: singed on 3rd September 2021) including Project Design Matrix (PDM) and Plan of Operation (PO).

There are two outputs for this project; output 1 is "The continuous quality improvement activities including the assessments in line with 5G1S are established", and output 2 is "Hospital accounting/financial management, including the health insurance fund management, is strengthened".

Activities for Output 1: The continuous quality improvement activities including the assessments in line with 5G1S are established.

Ministry of Health established the 5 Good 1 Satisfaction Standards for health facilities (5G1S standards) in 2021 to effectively implement the policy of 5 Good 1 Satisfaction (5G1S) adopted by the National Assembly. 5G1S means five Goods (Warm Welcome, Cleanliness, Convenience, Good Diagnosis, Treatment),) and one Satisfaction (Client Satisfaction). There are detailed assessment criteria in each standard and health facilities are assessed their quality of healthcare services based on these standards.


Activities for Output 2: Hospital accounting/financial management, including the health insurance fund management, is strengthened.

A short-term expert conducted a survey to gather information about hospital accounting/financial management, including the health insurance fund management in four southern provinces in July and August 2022. It was found that the number of computers for accounting work were insufficient in each province and district thorough the survey and new computers were installed with the support of the JICA QHCF project. After the survey, National Health Insurance Bureau (NHIB) conducted supervising visits to provinces and districts to grasp their needs for support from NHIB in detail.
