The current legal framework on PIP management is the Prime Minister Decree 58 issued in June 2002. At the time of issuance of the decree, no specific PIP management methods were established, and division of responsibilities on PIP management was not clear. Since the Decree 58 has not been updated, the legal framework for PIP management remains unclear. Now the Government of the Lao PDR finds it necessary to improve the legal framework by upgrading the Decree to a Law and incorporating the PCAP-developed new methods in the framework. Under instructions from the National Assembly, MPI is working to formulate the Public Investment Law for approval.
PCAP2 will help formulate the Public Investment Law by providing technical advice. The Project will ensure that the Law incorporates the new PIP management methods introduced in the recent years. The Project will also help formulate implementation decrees and regulations that the Law requires, and work to ensure that the Law and its implementation framework properly function.
