Concept of Intervention

PCAP2 conducts its project activities by synchronizing the following concepts.

  1. Training: The Project will conduct intensive nationwide training and on-the-job training (OJT) sessions to spread the new PIP management methods and develop capacity of staff members involved in PIP management.
  2. Manuals and Handbooks: The Project will standardize updated PIP management methods that suit the current situation of the Lao PDR through manuals and handbooks.
  3. Legal Framework: The Project will help establish a legal framework that brings about sound PIP management.
【Syncronization1】By synchronizing (1) Training and (2) Manuals and Handbooks, we intend to ensure that the newly PIP management methods become the common practice for staff members nationwide.

Implementing Organizations

Counterpart Organizations

  1. The Department of Evaluation at MPI (MPI-DOE) is the organization that overlooks the project assessment and evaluation for PIP projects nationwide. It is responsible for providing guidance and technical instructions on assessment and evaluation methods to DPI and planning departments. It also has a function to collect annual PIP budget requests from planning departments nationwide.
  2. The Department of Planning at MPI (MPI-DOP) is the organization that compiles annual PIP budget requests and checks whether the requests are according to the National Socio-Economic Development Plan (NSEDP), coordinates with stakeholders through budget negotiations, and submits to the Ministers’ Meeting and the National Assembly the final proposal for approval.
  3. The Department of International Cooperation at MPI (MPI-DIC) is the organization that is responsible of coordinating ODA projects among the development partners and government counterpart organizations. It also oversees the government contribution budget for ODA projects.
