The Second Training Program in Japan (September 25th - October 8th 2011)

The JICA Project Team conducted the second training program in Japan from September 25th to October 8th 2011 (13 nights and 14 days). Twelve (12) trainees were selected form counterpart agencies - two from Ministry of Road, Transport, Construction and Urban Development (MRTCUD), two from Administration of Land Affairs, Construction, Geodesy and Cartography (ALACGaC), six from Ulaanbaatar City Government (City Development Policy Division, Land Management and Planning Division, and Construction, Urban Development and Planning Department), one from Urban Planning and Design Institution, and one from the JICA Project Team. While the decision makers and higher authorities were the targets of the study tour in the first year, technical officials were selected this year. The main objective of this training program was to deepen their understanding of Japanese urban redevelopment methodologies during the visits in Tokyo, Asahikawa, and Sapporo.

To conduct the training program, the project team received the cooperation of the project supporting members, i.e. Ministry of Land, Infrastructure, Transport and Tourism, Hokkaido Government, and Asahikawa City. Moreover, Asahi Kasei Homes Corporation, Itabashi City, Edogawa City, Otaru City, and Urban Renaissance Agency supported the project team and gave a lecture in the training program. The JICA Project Team sincerely appreciated their great cooperation.

Because the trainees, who are major technical officials of the counterpart agencies, always expedite a solution for urban problems in Ulaanbaatar, they have motivated attitudes and vigorously participated in each program. They shared the draft of the Urban Redevelopment Law before coming to Japan, and actively discussed how they would apply what they learned from the training sessions in Japan to their processes in Mongolia. Furthermore, they held a meeting to revise the draft after going back to Mongolia based on the learning in the training. Moreover, they instituted a rule on themselves - "the one who is late treats the one who comes first." All the trainees observed this rule and made sure that all were always on time. This story is also replete with their diligence.

This training program does have a significant meaning. An effective result of the training was the final draft of "the Urban Redevelopment Law" which they developed after the training program.
