Three Mini Projects to respond children's special needs selected under the JICA Project

Under the JICA Project, small scale pilot project called "Mini Project" will be implemented to attempt various educational ways to respond children's special needs and to develop models which can be disseminated to all over the country. After the start of the JICA Project, Japanese experts interviewed some non-governmental organizations (NGOs) supporting Children with Disabilities, special schools, and universities that provides pre-service teacher training to understand the needs of Mini Project. The JICA Project called for proposals from various bodies such as NGOs and local government authorities in April 2016. 35 proposals were submitted and 3 projects were selected after examination of proposals and interviews to implementing organizations. Details of each selected project are described below. The Three Mini Projects will be implemented from June 2016 to May 2017.

1. "Inclusive Education Project for Children with Intellectual Disability"

Implementing Organization: Down Syndrome Association Mongolia (DSAM)

Overview of Organization: The organization was established in 2007 by parents who have children with Down syndrome. Their main activities are provision of information, awareness of Down syndrome, and running learning center for children with Down syndrome.

Project Area: Khan-uul District, Ulaanbaatar

Beneficiaries: Students with Down syndrome who study at the learning center, Students in School No. 130.

Project Outline: The pilot class will be set up at regular School No. 130 which is located in Khan-uul District for the children with Down syndrome and encourage them to join lessons such as P.E., Music, and Art together with students in school No. 130.

2. "We can learn; Inclusion of Children with Disabilities (CWDs) in Non Formal Life Long Education Center"

Implementing Organization: Non Formal Life Long Education Center in Orkhon Aimag (Province)

Overview of Organization: The center was established in 2000 under the Department of Education and Culture in Orkhon Aimag. Orkhon Aimag is located about 380km from Ulaanbaatar and Erdenet, its central city is the third-largest city in the country. The center provides life long education such as literacy education, primary and secondary education to out of school children and youths, illiterate and semiliterate adults. They also deliver packages of training on morals, laws and regulations, etc. to communities and schools.

Project Area: Bayan Undur Sum, Orkhon Aimag

Beneficiaries: Newly involved CWDs in Non Formal Life Long Education Center

Project Outline: Non Formal Education will be provided through center-based and also home visits to CWDs who do not/ cannot attend regular school or regular class.

3. "Child Care Service Project for Children with Disabilities"

Implementing Organization: UCHRAL, Center for Child Development and Communication

Overview of Organization: UCHRAL was established in 2006 to provide volunteer services for CWDs and children from single-parent household. They also conduct training and surveys related to children.

Project Area: 6 Districts in Ulaanbaatar

Beneficiaries: CDWs who receive Child Care Service, CWD's Parents, and Service providers

Project Outline: National Authority for Children (NAC) started "Child Care Service" from January 2016 in order to provide home-based nursery for children aged from 2 to 5 years. Any Mongolian nationals aged from 18 to 65 years or NGOs can take training courses and start a home-based/ center-based nursery after the registration to both NAC and local government. These nurseries can accept CWDs but service providers still do not have enough knowledge and skills to deal with CWDs. Thus, new training modules will be developed to cope with this issue and pilot training will be conducted in Project Area.
