On November 16, 2018, the Second workshop of the Project for capacity development to establish a national GHG inventory cycle of continuous improvement was held in Ulaanbaatar city.

The second workshop, which was jointly held by the MET and JICA, aimed to provide relevant institutions in Mongolia with the results of the first Biennial Update Report (BUR) review, which was carried out together by JICA experts and the Project counterpart agency Environment and Climate Fund (ECF), and the details of the draft improvement plan, which aims to address the issues identified in the review. The workshop also aimed at building cooperative relationship with relevant institutions for the implementation of the improvement plan.

Under the United Nations Framework Convention on Climate Change (UNFCCC), developing countries, including Mongolia, need to submit BUR to UNFCCC Secretariat every two years, which includes information such as national institutional arrangements for climate change policy, GHG emissions by emission sources and removal sinks, and climate change mitigation policies. Mongolia submitted its first BUR, namely BUR1 in August 2017.

At the workshop, ECF members and JICA experts presented an overview of the BUR1 GHG inventory, results of the review and draft improvement plan for cross-sectoral issues for the establishment of GHG inventory cycle of continuous improvement (Project Output 1), energy sector (Output 2) , LULUCF sector (output 3) and other sectors, namely, IPPU sector, agriculture sector and waste sector. During the question and answer session, many questions were raised by the participants on details of sector specific improvement plan and issues that will be addressed through the Project. For example, questions such as "How will the verification of data in the energy sector be conducted?" or "Can research results by domestic institutions utilized for the Project?" were raised. Participants also provided comments on institutions which may have data that is necessary for the improvement of GHG inventory.

More than 50 stakeholders, including relevant ministries such as Mongolia Energy Regulatory Commission and The Ministry of Food, Agriculture and Light Industry, research institutions such as Mongolian University of Lifesciences, and donor institutions such as GIZ participated in the workshop, and active discussions were held.

There was a high level of interest among workshop participants to achieve the main goal of the Project, which is, to establish GHG inventory cycle of continuous improvement in Mongolia. Taking the questions and comments provided by the workshop participants into account, and in close cooperation with relevant institutions, Project members will start implementing the improvement plan for the first GHG inventory improvement cycle of the Project, which will run for the first 2 years of the Project until the end of 2019.
