Held Second Joint Coordinating Committee Meeting

On December 10, 2019, the second Joint Coordinating Committee (JCC) meeting for "the Project for Strengthening the Government Capacity of Public Investment Plan (MDPI-TA)" was held in Ulaanbaatar. The Project Director, Mr. B. Bayarsaikhan, announced the opening of the meeting, then Mrs. E. Tamura, Chief Representative of Japan International Cooperation Agency (JICA) Mongolia Office, expressed her gratitude for the JCC members, and explained the background and the current status of the project.

During the meeting, the JICA project team presented the progress of the project since the first JCC meeting held on the 16th of April 2019, highlighting the following activities.

  1. Baseline Survey
  2. Selection of pilot organization (MRTD)
  3. Formulation of guidelines and manuals
  4. Promotion of PIP (development of the PIP website of NDA)
  5. Study tour in Japan

After the presentation of the JICA project team, Dr. А. Munkhbold, Director of Development Policy and Planning Department of NDA, gave a presentation with the title "Issues on Constitutional Amendment and Development Policy Planning Law". Next, Mr. D. Munkhjargal, Senior Officer of Sector Development Policy and Regulation Department of NDA, on behalf of Project Manager, gave a presentation on "Progress in Formulating Long-Term Development Policy and Medium-Term Development Plan and Current Issues Related to the Project".

At the table of the JCC meeting, the authorities concerned of both sides convened a series of fruitful discussions for the smooth operation of the Project. As a result of the discussions, NDA, MOF, and JICA reached an agreement for the following matters.

  1. Basic Framework of Guidelines and Manuals
    Based on the presentation on the basic framework for guidelines and manuals by the JICA project team, no noteworthy issues were detected. Also, no participants asked questions about the progress so far.
  2. Sub-Working Group
    NDA explained the reorganization of sub-working groups composed of NDA, MOF and the JICA project team to develop guidelines and manuals. JCC members agreed on the proposed sub-working group without any particular concern.
  3. Future Schedule
    The JCC participants did not raise any particular concerns or questions about the future schedule. Therefore, it was decided that the project would continue to proceed according to the original plan.
  4. JCC Members
    As agreed in the first JCC meeting, pilot organizations are to be the formal JCC members. Therefore, the JCC members agreed that MRTD is added to the JCC members.
