Held training for Sub Commissions of Health, Education and Social Protection for Children with Disabilities (CWD)

From May 17 to 21, 2021, online training was conducted targeting Sub Commissions of Health, Education and Social Protection for CWD which certify disability and consider necessary support services. Approximately 170 members joined the training from Sub Commissions of 9 districts and 21 provinces.

On the first day of training, Ms. Tungalagtamir, Director of Ministry of Labor and Social Protection (MLSP) expressed her expectation for Sub Commissions. After the lecture on the activities and roles of the Commission, JICA Project Experts had a lecture on the assessment using ICF (International Classification of Functioning, Disability and Health)[1] and the development support plan. In addition, Sub Commission members of Bayangol District and Khuvsgul Province pilot areas of the Project Phase 1 introduced their good practices of case conference.

From May 18 to 21, targeting Sub Commissions of around 7-8 districts/provinces a day, more practical training was conducted. First, a member of Association of Parents of Children with Disabilities expressed her wish to ensure learning opportunities for her child. Later on, using Zoom breakout room function, participants conducted mock case conference to assess fictitious case by using ICF and make development support plan.

The participants commented, "I had knowledge of ICF but had little experience in application. It was good experience for me to attend the mock case conference." In the post-training questionnaire, for the question "did you understand well the contents of the lectures," all responded participants (90 people) selected the answer either "understood well" or "understood." Moreover, for the question "after participating today's training, do you feel that you can hold case conference in your district or province?" 96.7% (87 people) answered "Yes, I feel that I can hold the conference."

Based on learning from the training, each Sub Commissions will organize case conference by the end of September, 2021.

  • [1] ICF is a framework for organizing and documenting information on functioning and disability (WHO 2001) adopted in the World Health Assembly in 2001. It helps understanding health related conditions and its influential factors and creating common understanding on problems in living function among various experts and people from different viewpoint.
