Implementation of "Mini Project" to recover learning loss of children with disabilities in the midst of COVID-19

To prevent the spread of COVID-19, all kindergartens and schools were closed from the end of January 2020 to September 2021. At the opening of new school year, there was almost no face-to-face lesson during that period. Lessons via television and internet were delivered to students; however, their learning loss is currently a serious problem in Mongolia.

Especially, those with disabilities could not receive education in accordance with each child needs and could not enjoy their rights to education. In response to the situation, JICA START Project implemented the following 7 mini-projects to recover learning loss for children with disabilities.

1 Project for children with visual impairment To support children with visual impairment to learn usage of senses and assistive devises, Braille, activities of daily living including walking alone and information processing in their local community, the project develops a manual and a set of learning materials targeting teachers and parents/guardians. 2 Project for children with hearing impairment To support children with hearing impairment, the project develops online training courses for parents/guardians, teachers of kindergarten and schools to learn sign language. Deaf education NGO
3 Project for children with physical disabilities To support children with physical disabilities to receive appropriate support and education at home, the project develops a manual and video materials targeting parents/guardians. Rehabilitation and development center for children with disabilities
4 Project for children with intellectual disabilities To support children with intellectual disabilities at home and school, the project develops an application on basic mathematics. School No. 73
5 Pilot project on home education for pre-school age children By utilizing the Portage Early Childhood Education Program introduced by START Phase 1, the pilot project is implemented to provide pre-school age children with disabilities with home education to support their enrollment in local kindergarten after COVID-19 pandemic. 6 Pilot project on home education for school age children The pilot project is implemented to provide school age children with severe disabilities with home education to support their enrollment in local school after COVID-19 pandemic. Lifelong education center of Khan-Uul district
7 Pilot project on assistant teacher The pilot project is implemented to provide children with special educational needs in regular classes with necessary support by assistant teachers. Visual impairment: School No.141

Public advertisement for proposals was started from August 2nd, 2021 and proposals were examined by the Ministry of Education and Science in Mongolia and the JICA Project Team. Proposals from 9 organizations were accepted and will be implemented by the end of June, 2022. Their outputs such as manuals and sets of learning materials will be utilized to recover learning loss for children with disabilities allover Mongolia.
