Held Seminar on Inclusive Education, and sharing the START Project's outcome in Ulaanbaatar

On May 12-13, 2022, the Ministry of Education and Science (MES) and the Project Team conducted the seminar on Inclusive Education and shared the START Project's outcome in Ulaanbaatar.

On the first day of the Seminar, MES organized a discussion on the guarantee of education rights for children with disabilities. Ms. L. Tsedevsuren, the State Secretary of MES, opened the Seminar. Then, His Excellency L.Enkh - Amgalan, the Minister of Education and Science, introduced the Guideline of Comprehensive Early Childhood Development for Children with Disabilities revised by the Joint Ministerial Order of Social Protection, Education and Science, and Health in December 2021 and the MES current policy on inclusive education. After that, short documentary videos were shown to introduce the current state of learners with disabilities needs in kindergarten, school, and university. Those learners, their family members, and supporters were invited to raise some issues and to propose some solutions for the improvement of their learning. Finally, the drafted inclusive education policy was also introduced and Mr. T. Nyam-Ochir, the director of General Agency of Education, closed the first day.

On the second day, the Project's results of the first two years (from September 2020 to May 2022) were introduced and a panel discussion was conducted to find out how the results should be utilized in Mongolia.

Mongolian counterparts introduced the activities of Sub Commission of Health, Education and Social Protection for Children with Disabilities, the proposed inclusive education model of kindergarten and school, and the development of online teacher training program. The Project Team also introduced the results of "Mini Projects" to make up for learning loss of children with disabilities in the midst of COVID-19. The officers in charge of inclusive education in MES, the Department of Education of Tuv Aimag, and the Education Division of Chingeltei District, and the representative of Association of Parents with Disabled Children were invited as panellists and discussed the role of the Inclusive Education Officer in Aimags and districts, and points to be paid attention to in order to promote inclusive education.

In order to promote inclusive education, it is important for many people to learn about the current situation and challenges, and to think and act on those as their own. We live-streamed the seminar on Facebook page of MES and the General Authority of Education, and a press release was issued to provide an opportunity for a wide range of educators to learn about the current status of Inclusive Education, its challenges, and initiatives. As a result, the two-day seminar was streamed live on Facebook of MES and 28 TV stations and newspaper came to covert the event.

The Project has reached the halfway point. In the second half of the Project, we plan to expand our activities to Aimags. We will continue to work together with everyone involved in Mongolia to promote inclusive Education.
