Background

The Government of Mongolia ratified the Convention on the Rights of persons with Disabilities in 2009. Since then, the Government has strengthened its measures to ensure the right of persons with disabilities (PWDs) and their participation in society. The "Rights of Persons with Disabilities Act" was enacted in 2016 and recognized the rights of PWDs for the first time in Mongolia. In the same year, the "National Committee for PWDs" was established to monitor its implementation of the Rights Act, besides the "Deputy Committee to ensure rights for PWDs" was established under all the ministries, and the "Sub-Councils to ensure rights for PWDs" have been established in all districts in Ulaanbaatar City and in provinces, respectively.

In addition, within the "Sustainable Development Goals 2030" states that fair and appropriate employment for all and eliminating all poverty, which has been implementing development plan by the Government of Mongolia. Moreover, in the "Population Development Policy" (Government Resolution No. 261 of 2016) to support the creation of jobs for people with disabilities as an important indicator.

Therefore, the "National Program for Rights, Social Participation and Developmental Support for Persons with Disabilities (2018-2022)" was formulated, and the third goal is to "promote the employment of PWDs" in 2017. Consequently, the Ministry of Labor and Social Protection (MLSP) has been launching the "Employment Promotion Program for PWDs" since 2017 in collaboration with the General Authority for Labor and Social Welfare Service. Thus, in 2018, was established the "General Authority for Development of PWDs" to facilitate communication and coordination with the relevant organizations in the field of disabilities.

In order to strengthen and promote the activities of the government of Mongolia, the DPUB project with the fund of Japan International Cooperation Agency (JICA) has successfully implemented the "Project for Promoting Social Participation of PWDs in Ulaanbaatar City" from 2016 to 2020. As part of this project, we have successfully achieved a wide range of activities such as evaluated statistical information on disability, published a White Paper on PWD issues, policies and activities, improve infrastructure and access to information, and disseminating the social model of PWDs through disability and equality training and increasing the social participation of PWDs.

In view of the current situation, JICA and MLSP agreed to implement the "Project for Promoting Employment of PWDs (DPUB2)", which aims to contribute to the development of PWDs' employment support service and to improve their livelihood and social participation through the planning of employment support service, human resource development, networking, and the formation of a system to implement the service.

The project started in February 2021 and the first term was completed in December of the same year. The main activities in the first term were the implementation of the baseline survey and the detailed planning survey, and through both surveys, the issues in promoting the employment of PWDs were clarified, and the countermeasures, project activities, scope, and policies were clearly defined. Therefore, the second term of the project will be implemented from February 2022 to December 2023, and the third term will be launched from January 2024 to January 2025.

Overall Goal

The job coach employment support service for persons with disabilities is expanded, and the livelihood and social participation of persons with disabilities are improved.

Project Purpose

The job coach employment support service for persons with disabilities is developed and implemented.

Outputs

  1. The plan for the job coach employment support service is developed.
  2. Necessary resources (i.e. human resources, training system, materials, training agencies and networks) for implementing the job coach employment support service are identified and developed.
  3. The systematic mechanism to implement the job coach employment support service is established.
  4. Awareness raising of the job coach employment support service toward employers and job seekers with disabilities is implemented.

Project Activities

Activities for Output 1

1-1. Introduce the concept of employment support to stakeholders in Mongolia through country-focused training programs and workshops by experts.
1-2. Collect and analyze the comments on the survey plan from related stakeholders.
1-3. To conduct a survey on employment support (the impact of COVID-19 shall be included).
1-4. Collect the information about the ADB funded project on employment of persons with disabilities and propose the relevant cooperation and demarcation of roles of each project.
1-5. Analyze the Result of the survey.
1-6. Finalize the survey report.
1-7. Draft the first edition of the Plan based on the findings of the survey.
1-8. Share the survey report and the Plan indicated in the 1-7 with related stakeholders.

Activities for Output 2

2-1. Conduct job coach introduction seminars.
2-2. Develop job coach trainers.
2-3. Develop the program and materials of the job coach training.
2-4. Develop job coaches.
2-5. Fix the sustainable training system of job coach trainers.

Activities for Output 3

3-1. Discuss with related stakeholders to design systems to run the job coach employment support service along with required financing for each year.
3-2. Test and analyze the service contents, method, target and job coach's responsibility of the job coach employment support services within the pilot project.
3-3. Test and analyze the system and method for delivering the subsidies for the outsourced service providers of the job coach employment support service within the pilot project.
3-4. Formulate the service model of the job coach employment support service through monitoring budget and outcomes of the service and subsidy system within the pilot project.
3-5. Evaluate and modify the job coach employment support service that have been established and implemented.

Activities for Output 4

4-1. Develop a strategy to raise public awareness to promote employment of persons with disabilities in Mongolia.
4-2. Conduct the awareness raising seminars for employers.
4-3. Develop lecturers of the awareness raising seminar
4-4. Develop the program and materials of the awareness raising seminar.
4-5. Broadcast good practices of employment of persons with disabilities.
4-6. Conduct the levy payment seminars for employers.
