Tropical Cyclone Idai made landfall during the night of 14 to 15 March 2019 near Beira City, Sofala Province, in central Mozambique. The cyclone brought torrential rains and winds to Sofala, Zambezia, Manica and Inhambane provinces. The city of Beira, in Sofala Province of central Mozambique is one of the most affected areas. Although public facilities will be a base for disaster risk reduction to save residents' lives, most of the buildings were damaged by strong wind beyond any record before. The socio-economic conditions on the ground also added to the magnitude of the effects, ranging from land use and settlement patterns to how they construct their houses and protect their livelihood.
As the country that has experienced the Great East Earthquake and the Tsunami in 2011 and more, Japan can share the people of the Mozambique in bringing their communities and societies back in a manner that they would be able to protect themselves better from natural disasters in the future.
The Government of Mozambique is tasked to various measures for the recovery and to create a more "RESILIENT" system to overcome a future similar natural disaster. This Study shall provide necessary guidance to the Government of the Mozambique on how to set up and manage the recovery in stages. It is also expected that this Project will provide the model cases for the "RESILIENCY". Based on the official request from the government of Mozambique, JICA starts technical cooperation for building resilient coty in Beira Municipality through Build Back Better.
Reconstruction and recovery from Cyclone Idai will be promoted in other affected areas, which contributes to build disaster resilient city.
