Kickoff for the Project on Participatory Rural Recovery
-To solve a pile of recovery issues-

Five years have passed since the devastating earthquake hit Nepal in April 2015. While steady progress in physical reconstruction has been made under the leadership of the National Reconstruction Authority (NRA), livelihood restoration and improvement for the disaster-affected population has been lagging behind.
Recovery experiences in many countries in the past - including Japan - have shown that sustainable recovery not only requires response to new issues that arouse after the earthquake, but also to address social issues that have existed long before the disaster.

So how can we find what issues lie in the disaster-hit communities?
This can be tackled by ensuring the participation and ownership of the affected people in the entire process of recovery - starting from setting the long term goals and visions for recovery, developing annual plans to achieve these goals, effective implementation of the plans, and following up on the results.

To create a recovery cycle with such participatory steps, JICA started "the Project on Participatory Rural Recovery (PPRR)" to support local communities in disaster-affected areas by identifying priority issues for regional recovery and tackling those issues in a participatory manner.

This project was launched after the "The project on Rehabilitation and Recovery from Nepal Earthquake (RRNE)" supported by JICA in collaboration with NRA, that was carried out from July 2015 to December 2019 to accelerate immediate recovery from the earthquake.

From January to February 2020, kick-off orientation meetings in four pilot local governments were organized by the project team in coordination with the National Reconstruction Authority (NRA) .
The participants such as local government officials and residents expressed their keen interest in and expectation for the project and shared that "everyone must work together to solve the remaining unresolved issues for our community's recovery."

In our next issue, we will introduce our four pilot local governments and the community people we collaborate with.
