Project for Technical Assistance in Solid Waste Management in Palestine started

Since the late 1990s, Palestine and Japan have been continuously cooperating for improving solid waste management (SWM) in Palestine; the 1st phase Grant Aid Project (1999), Technical cooperation project in Jericho and Jordan Valley, the 2nd phase Grant Aid Project (2007), and the 3rd phase Grant Aid Project (2013).

Present Technical cooperation project, "Technical Assistance in Solid Waste Management in Palestine" is planned to support capacity development of the Ministry of Local Government (MoLG) and relevant authority in developing/ formulating policies, standards, guidelines and plans for solid waste management which will be applied to Joint Service Councils (JSCs) across the West Bank and all over Palestine. Five JSCs: Tubas, Qalqiliya, Nablus, Northeast & Southeast Jerusalem, and Northwest & North Jerusalem are designated as target JSCs for capacity strengthening which aims to equalize the level of SWM services by JSCs. These activities will be implemented under the National Strategy for SWM (Fig.1).

One of the uniqueness of the Project is to utilize the local resources as "Local Expert Team" (LET) composed by Palestinian experts whose expertise were fostered by previous JICA projects or other donors'. LET will work together with JICA Expert Team for developing a capacity of the five JSCs in cooperation with MoLG (Fig.2). Thus, it is expected to build a sustainable self-support system for continuous improvement of JSCs service deliveries in SWM after the completion of the Project.
