Pilot Projects

Pilot projects are carried out based on the technical references about planning and design, construction supervision, and maintenance of flood control facilities created in the technical cooperation project for the Enhancement of Capabilities in Flood Control and Sabo Engineering of the DPWH (2000 - 2005). Three target sites will be selected as pilot projects and the budget has been scheduled in the DPWH Infrastructure Development Plan of the Philippine government.

Since bilateral work with the Region Offices (RO) and District Engineering Offices (DEO) of DPWH is required in order to carry out the pilot projects, the applicability of the technical references developed by FCSEC until now is checked. The important point discovered on various stages of the pilot projects will be taken into consideration as a complement matter of technical references. The monitoring and evaluation about the performance of facilities are carried out after the end of the pilot projects. A project site is due to be selected by the standard of the following table.

On this occasion, the measure in consideration of the whole valley, for example, the sabo project of an upstream area, diversion of a downstream area, etc., will be taken into consideration.

Completion of these pilot projects will accumulate the important experience and lessons in each stage from planning to the monitoring after construction of the facility. These will be prepared as reference data of the flood control and sabo project which RO and DEO of DPWH are supposed to implement.

Various scientific research and experiments are conducted during five years of the project.

Sediment movement, modeling of a river and other important experiments are conducted in the hydraulic laboratory built by grant aid of Japan. The purposes of these experiments are (1) to complement the contents of the planning, design and construction of the activities of FCSEC (2) to share the data and the analysis results of the hydraulic experiments with the ROs and DEOs of DPWH (3) to explain hydraulic phenomena to the visitors and trainees.

The hydraulic laboratory has the 5 following equipment required for research and development of flood control and sabo engineering such as (1) Wide Flume, (2) Artificial Rainfall Apparatus, (3) Two Dimensional Flume, (4) Debris Flow Flume and (5) Lahar (Volcanic mud flow) Flume/Model of Alluvial Fan. Furthermore, equipment, such as a survey meter for conducting soil examination and analysis, laptop computers, and equipment required for training are held.

This experimental facility has extended the door to universities, private institutes and other organizations which ask for the hydraulics model test for an understanding of flood discharge and sediment movement. Moreover, the facility is due to be utilized also for preparation of the plan and design of pilot projects which are performed by FCSEC.

The results are utilized for (1) revision, correction and updating of technical standards, guidelines and manuals, (2) proposal of effective counter-measures to the problems in the regions, (3) technical development of low cost flood facility, (4) promotion of practical use of technical standards, guidelines and manuals.

FCSEC is carrying out the following training to the engineers of the ROs, DEOs and project offices in cooperation with Administrative and Manpower Management Service (AMMS) of DPWH as part of human-resources development; (1) Training for Planning and Design of Flood Control Structures (2) Training for Construction Supervision of Flood Control Projects (3) Training for Maintenance of Flood Control and Drainage Structures. The contents and the text to be used are continually improved as much as possible so as to meet the participants' needs. In on-site practicum, the participants and lecturers perform opinion exchange about grasp of the phenomenon of the problems and analysis of the cause of disaster of flood control structures.

Furthermore, the training about sabo projects is added in some area. If there is necessity, training will be performed also to the local government or other government organizations. Finally, the monitoring is performed continuously to see how the participants obtain the result and how the training profits them in jurisdiction business.

Information Control

Information control here means the technology which catches, transmits, keeps, retrieves, processes and displays information required for problem solving or policy making. The information control section mainly deals with information about flood control structures and non-structure measures. It is very important to accumulate high quality data and high quality information for strengthening the flood management function of DPWH. Activities are the following. (1) In order to perform renewal of data sharing and information service, linkage with other departments, agencies and related organizations and expansion of the network are aimed at. (2) A seminar or a meeting about management of flood control and sabo technology is held once a year. (3) The development and updating of data collection, analysis, and database construction are performed. (4) An annual report and 2 times of the news letters per year are published. FCSEC is now creating and maintaining database of the damaged flood control structures. Moreover, arrangement of the nationwide flood control project ledger and the jurisdiction map has been commenced.

Internal Mechanism

In this project, the joint coordination committee meeting (JCC) based on the special order No.57 in 2005 by Secretary of DPWH is held. The chairperson is Assistant Undersecretary in charge of planning, and the members consist of Japanese Embassy, JICA, NEDA (National Economic and Development Authority), each bureau of DPWH and project office representation, and it has the following functions. (1) To manage the annual of the project based on PDM (Project Design Matrix) and a work plan. Progress of every year and the whole is investigated and the degree of achievement of the project is evaluated. (2) To find out a suitable solution and a suitable means to the main subjects relevant to the project. (3) To perform a proposal required for continuous development of flood control technology in the department to the Secretary of DPWH. Moreover, in order to support JCC, the technical working group was installed by the special order No. 175 in 2005 by Secretary of DPWH.

In addition, the next Department Order, Memorandum and Circulars are issued about the technical standards, guidelines, and manuals which were created in this project by January, 2006.
