Introduction

The main roles of the Public Works and Highways( DPWH)of the Philippines are supplying infrastructure indispensable to the country that consists of 7,107 islands. And the measure (flood control) for reduction of the water related disaster which has barred the society and economic development of this country is in one of the jurisdiction of DPWH. The river improvement budget was small compared with the road and bridge budget for the last tens of years. However, a radical measure to the large-scale disaster which causes a national functional fall came to be desired through the experiences such as the outflow of Mt. Pinatuob volcanic eruption and sediment in 1991 and the flood damage of Ormoc City.

In such a background, DPWH founded the Flood Control and Sabo Engineering Center (FCSEC) and carried out Project for the Enhancement of Capabilities in Flood Control and Sabo Engineering of the DPWH under cooperation of the Government of Japan from January, 2000 to June, 2005.

From July, 2005, Project for Strengthening the Flood Management Function of DPWH was newly started. Many activities have been carried out such as creation of technical standards and guidelines, counterpart training, renewal of manuals, database construction about disaster, investigation and research, and creation of internal mechanism.
