The event was led by DPWH Undersecretary Bashir D. Rasuman, and Sugiyama Akira, Minister for Economic Affairs in the Embassy of Japan. Representatives and experts from JICA, DPWH and the National Economic and Development Authority (NEDA) also graced the event. In his message, Minister Sugiyama reiterated the following concerns of the Japanese Government relative to the implementation of Project SFMF: a) that DPWH secures the necessary budget for the implementation of pilot projects and b) that FCSEC becomes a permanent organization in DPWH. He reaffirmed the Japanese Government’s cooperation on disaster mitigation for the Philippines and expects that with the inauguration of the FCSEC Dormitory Building, Project SFMF activities will be maximized. The event was followed by the briefing of research activities in the FCSEC Hydraulic Laboratory Building.
