Disability Equality Training-Training of Trainers (DET ToT)

One of the outputs of the NHE project is that "the project is managed under the clearly defined implementing and monitoring mechanism with the participation of PWDs". Since the beginning, the project has sought the PWD's empowerment to the PWD's participation. It is believed that developing the capacity of PWDs and their organizations (Disabled People's Organizations: DPOs) will strengthen leadership in disability and development, and eventually, they will play an active and central role in the project, including in advocacy of the project and monitoring and evaluating the project's performance. In this connection, the project has been engaged in developing their capacities, empowering PWDs and DPOs to realize their own rights and promoting community-based inclusive society.

From September 7, 2009 to September 14, 2009, the 1st Disability Equality Training (DET) for Training of Trainers (ToT) was held in Metro Manila and the one-day DET seminar for the NCDA Stakeholders and its Line Government Agencies was held on September 15, 2009 which was conducted by JICA Senior Advisor, Dr. Kenji Kuno and Co-Facilitator from Malaysia, Ms. Sia Siew Chin, respectively. Throughout the training, some PWDs were encouraged to voice out/express themselves and started to participate in discussions and decision-makings on matters related to them.

Empowerment and Participation of Persons with Disabilities
The Disability Equality Training (DET) aims to promote an understanding of disability from the Social Model perspectives; it helps identify the barriers that exist in society and facilitates proactive measures towards removing these barriers. DET takes a facilitated and participatory learning approach as the framework for all its training.

The training objectives are as follows:

  1. To Comprehend the Social Model of disability so as to clearly explain it to others;
  2. To learn a participatory learning approach and various learning materials of DET;
  3. To equip facilitation skills necessary for DET Trainers; and
  4. To develop Action Plan to promote NHE and the Social Model of disability through the implementation of DET.

Disability Equality Training courses are designed and delivered by the people who have direct experience of discrimination i.e. qualified trainers with disabilities who experience disability as a form of social oppression and therefore truly understand the reality of living in a disabling society.

Post Disability Equality Training (DET) Activities: DET Seminar

On October 2009 and December 2009, the ex-participants of the DET ToT/DET trainers conducted the DET seminars to other fellow PWDs in their municipalities.

DET Follow-up Workshop

Date: March 8- 9, 2010

Participants were Fifteen (15) persons from the following organizations who successfully completed the Training of Trainers for DET in September 2009:

  • 1) Opol (NHE Pioneering Municipality) and its related city/province (e.g., Cagayan de Oro).
  • 2) New Lucena (NHE Pioneering Municipality) and its related city/province (e.g., Iloilo).
  • 3) NCDA and its related Government Agencies.
  • 4) Relevant NGOs including self-help organizations/groups of PWDs.

Objective of the Disability Equality Training (DET) Follow-up Workshop:

  • sharing their post-training activities (e.g. conduct of DET in their respective organizations/localities) and exchanging views with resource persons and other participants;
  • discussing their challenges through the conduct of DET and developing their insight into possible improvements; and
  • renewing individual/group action plan to conduct DET.

Designed Program:

  • Presentation and feedback on DET post-training activities by ex-participants.
  • Identifying points to be improved as DET trainers and technical input from resource persons.
  • Renewing individual/group action plan.
  • Preparation of own DET materials.
  • Presentation of individual/group action plan.
  • Presentation of developed original DET materials.
