4-5. Disability Equality Training (DET) Seminar for the Barangay Officials in New Lucena, Iloilo

The Disability Equality Training (DET) Seminar for the Barangay Officials in New Lucena was held on April 30, 2011 at the Grand Hotel in Iloilo. Facilitators of this seminar were Mr. Antony Bangeles (President of PWD federation in New Lucena), Mr. Flamiano Paciano (Vice president of PWD federation in New Lucena) and Ms. Eunice Factor (NHE Senior project assistant).

There were thirty seven (37) Barangay Officials composed of Barangay Captains, Secretaries and Treasurers, Barangay Councilors (in charge of health, infrastructure, social works, etc.), and Barangay Youth Councilors from three (3) different Barangays in New Lucena: Barangay Cabilauan, Barangay Guinobatan and Barangay Badiang.

Seminar objectives:

  1. For participants to understand and learn about disability in social model perspective;
  2. For participants to realize the existing problem that disabled persons encounter in the society that hinders them to join freely in social activities in their community and enjoy their lives as human beings; and
  3. For participants to learn what DET believes - its purpose and ultimate goal.

In the group activity, participants were asked to analyze some photos that has positive and negative images of the disabled people, illustration for them to locate where disability is, and to analyze the video which show some problems being faced by the disabled people and asked them to write their solution to the problem, how to solve the problem of the disabled persons using the social model perspective. They were also encouraged to develop their group action plan for their respective Barangays to promote NHE and support its goal to change their society.

In order to have more realistic outputs from the participants, three (3) barangays where certain activities such as home visits and support group meetings were conducted prior to the DET seminar were selected. This strategy resulted to a more consolidated plan of action by members of the group in the same barangay towards improving their barangay facilities, barangay services as well as barangay policies which gives opportunity to potential PWDs leaders in their respective barangay to participate in the barangay meetings including creation of support group and the Barangay Council on Disability Affairs (BCDA).

In addition, the seminar included a short quiz regarding the participant's knowledge of the Philippine Law for PWDs. This simple verbal quiz to know the participants' awareness levels on the Disability Laws revealed that few participants are aware of the laws such as R.A. 7277 (Magna Carta of PWDs), R.A. 9442 (An Act Amending Republic Act No. 7277), R.A. 10070 (Establishment of the Persons with Disability Affairs Office (PDAO)), and the Batas Pambansa Bilang 344 (Accessibility Law). An additional information was about the Philippine Sports Association for the Differently Abled—National Paralympics Committee of the Philippines (PhilSPADA-NPC Philippines) PHILSPADA and different types of international sport events for Persons with Disabilities.

One of the purpose of the DET seminar was not only for participants to learn about the social model of disability and make them act to change the society but also for the facilitators to have a closer collaboration with their respective barangays and also to enhance their facilitation and presentation skills. It was expected that in the future they can independently do this kind of seminar by themselves.
