The Second Joint Coordinating Committee was held

The Joint Coordinating Committee (JCC) under the Project for Enhancing Capacity to Develop a Sustainable GHG Inventory System for PNG held its second meeting in Port Moresby on Friday 26 July 2019. JCC members from Climate Change and Development Agency (CCDA), Water PNG, Department of Agriculture and Livestock, Forest Authority, and other observer organizations attended the meeting.

The 2nd JCC welcomed news that the CCDA had lodged in April 2019 its first Biennial Update Report (BUR) under the UNFCCC. This is a significant milestone for PNG which was acknowledged by all stakeholders including the JICA Senior Representative Mr. Masato Koinuma in his opening remarks.

Presentations by CCDA highlighted that completeness (whether data or information is reported for all sources and sink categories) and activity data collection are challenges. CCDA also explained its plans to address these issues and make improvements for the BUR2 inventory. These improvements are to be pursued over the coming months in close collaboration with key stakeholders and data providers.

Mr. Alfred Rungol, the Acting General Manager of MRV and National Communications Division, CCDA underscored the importance of these collaborations to achieve necessary improvement in the GHG inventory. CCDA will seek to formalize these arrangements via MoUs and by establishing technical subcommittees. The technical subcommittee will be made up of key stakeholders who will meet to share GHG inventory relevant information and discuss technical issues in GHG inventory preparation.

All participants acknowledged the importance of strengthened institutional arrangements to ensure the ongoing sustainability of compiling GHG inventories and BURs.

JICA experts and CCDA have developed a draft MoU and terms of reference (ToR) for the technical subcommittee, and from August, CCDA plans to hold meetings with key stakeholders to discuss how to formalize the MoU and ToR agreements to enhance institutional arrangements to develop GHG inventories.
