The 2nd JCC and the 3rd TF meeting

The 2nd Joint Coordinating Committee (JCC) meeting of the Project for Water Management and Capacity Building in Rwanda (WAMCAB) was held in Kigali on 15th November 2019. In this meeting, we confirmed the progress of the project activities in the last half year among stakeholders, shared the results of the baseline survey that the Project has been working on since April, and discussed future policies regarding the formulation of the Improvement Plan / Training Plan.

Through the 2nd Task Force (TF) meeting in August 2019 and this JCC meeting, the model sites were selected in the three target districts, Rwamagana, Ngoma, and Gisagara. Furthermore, to clarify each role and responsibility of Rwanda Agriculture and Animal Resources Development Board (RAB), three target districts and WAMCAB, the three parties agreed on a Memorandum of Understanding (MOU).

Besides, on 29th November 2019, the 3rd TF meeting was held. Based on the results of the baseline survey, priority issues and training for each model site was discussed. Furthermore, to deepen the understanding among stakeholders concerning the basic concepts and policy of Irrigation Water Users Organization (IWUO) and Irrigation Management Transfer (IMT), a seminar was held by Japanese experts in charge of IMT promotion and the participants discussed on the topics at the practical level.

In future, based on the results of the baseline survey, the government side shall promote the IMT procedure with the support of the WAMCAB team, and the Improvement Plan / Training Plan will be formulated regarding the organizational operation of IWUO, operation and maintenance of irrigation facilities, water management and farming management in the model sites.
