The training for Project Cycle Management (PCM) under JICA Technical Assistance "The Project for Capacity Development of South Sudan Customs Services for Introduction of Harmonized System Code" was successfully conducted.

Two days training session for PCM Training under JICA technical assistance "The Project for Capacity Development of South Sudan Customs Services for Introduction of Harmonized System Code" was conducted from 9/28 to 9/29 in Entebbe, Uganda. Through this training, nine participants from South Sudan Customs Services (SSCS) validated the contents of existing Project Design Matrix(PDM) and discussed an area for improvement.

In this training, the presentation about HS convention[1] and HS code[2] as well as the method of PCM were also delivered to participants who are the key members in SSCS, such as deputy director general, Mr. Dominic Malog Agar.

JICA has been implementing a project for capacity development for SSCS since 2011, and new project for introducing HS code as a global standard of customs procedure (customs classification) which is essential knowledge and function for trade facilitation, has been started in the Republic of South Sudan (RSS) since June 2016.

In consequence of the result of PCM training, the contents of PDM were revised and objectively verifiable indicators were designated more specifically.

This project is going to be implemented until September 2019, and is planning to conduct the activities, such as capacity development for the staff in SSCS and the clearing agents, as well as introducing HS code and compilation of foreign trade statistics.

  • [1] "HS Convention" and its official name is "International Convention on the Harmonized Commodity Description and Coding System", which entered into force in January, 1988 by WCO. 154 countries and economies acceded as of May 2016.
  • [2] The Annex of the HS convention is commonly known as HS Nomenclature. HS Nomenclature consists of Section, Chapter, Heading and Subheading (6 digit) to classify goods and widely used for customs procedure. 208 countries and economies apply. (as of May 2016)
