Background

The Republic of South Sudan is a developing country where most people are engaged in subsistence agriculture and pastoralism, yet continue to rely on humanitarian assistance to meet their basic needs. The agricultural production and productivity remains at low levels, while security concerns add risks and uncertainty, discourage the investment to develop the sector.

The country highly depends its economy on oil which has accounted for over 90% of revenues to the national budget since its independence in 2011. Oil production is not stable and the country faces a chronic budget deficit. This brings more rationale to creating alternative industries in non-oil sectors, as a path for long-term economic development.

Despite those challenges, South Sudan has abundant natural resources and the potential for increasing agricultural production and growing agricultural industries across all subsectors: crops, livestock, forestry and fisheries. It has much rainfall and vast areas of fertile land, swamp, and the Nile River. Given such ground, the government of South Sudan realized the need to develop the agricultural sectors, and thus to formulate a comprehensive master plan to draw a big picture to pursue. With the cooperation by JICA, the Comprehensive Agriculture Master Plan (CAMP) and the Irrigation Development Master Plan (IDMP) had been developed by the end 2015.

In the implementation, however, there are challenges: 1) weak organizational structures and human resources of the Ministries concerned; 2) lack of fund to implement programmes; and 3) the lack of enabling environment, such as the law and legislative framework. In order to address those issues and work effectively together on CAMP, the government of South Sudan requested Japan to provide technical support and the Project for Capacity Development for CAMP/ IDMP implementation was launched in 2017.

Purpose

Overall Goal: To ensure that the government has the capacity to deliver public services to achieve food and nutrition security.

Project Purpose: The capacity of the government staff for the agriculture production and productivity improvement is strengthened.

Output

  1. Coordination and resource mobilization capacity required for the CAMP/IDMP implementation is strengthened.
  2. The environment to facilitate the CAMP/IDMP implementation is created and improved.
  3. Capacity of the relevant government staff to implement and manage the annual work plan is strengthened.

Project Activities

Activity-0 (for finalisation of PDM and PO)

[Review of the current situation]

Activity 0-1. Conduct the baseline study on the current administration of the Ministries concerned.

[Development of the Plan]

Activity 0-2. Identify gaps in the ministries organizational capacity and the areas of urgent needs for the capacity development to develop the capacity development plan based on the results of the baseline study and discussion.
Activity 0-3. Revise the Project Design Matrix (PDM) and the Plan of Operation (PO) based on the results of the baseline study and discussion.

Activity-1 (for generation of output 1)

[Strengthening the mechanism for coordination and resource mobilisation within the Ministries concerned]

Activity 1-1. The mechanism and procedures for the coordination and resource mobilisation within the government are developed through the discussions among representatives of key Directorates of Ministries concerned and Implementation Coordination Task Team (ICTT): coordination function, core members, the role and responsibility of each member, etc.
Activity 1-2. The coordination and resource mobilisation within the Ministries concerned are conducted by following the mechanism and procedures.
Activity 1-3. The procedures are improved based on the review of the practices.

[Strengthening the mechanism for aid coordination and resource mobilisation with Development partners]

Activity 1-4. The mechanism and procedures for the aid coordination and resource mobilisation between the government and DPs are developed through the discussions among stakeholders: coordination function, core members, the role and responsibility of each member, etc.
Activity 1-5. The aid coordination and resource mobilisation are conducted by following the mechanism and procedures.
Activity 1-6. The procedures are improved based on the review of the practices.

Activity-2 (for generation of output 2)

[Development of Mid-term strategic plan based on CAMP/IDMP and its progress management]

Activity 2-1. The necessary procedures, methods and indicators for Strategic Plan (SP) for 5 years as well as Annual Plan and AWPB based on CAMP/IDMP from its development to M&E are discussed and decided among the Ministries concerned.
Activity 2-2. The SP based on CAMP/IDMP is developed in each Ministry concerned.
Activity 2-3. In parallel with the progress of the annual plan, the monitoring of SP is conducted by following the procedures.
Activity 2-4. The monitoring results are shared with the stakeholders (e.g. DPs) on a regular basis.

[Preparation/improvement of strategy, manuals and guidelines to facilitate CAMP/IDMP implementation]

Activity 2-5. Based on the lessons learnt from pilot project implementation and other activities of the Project, laws, strategy, manuals or guidelines etc. to facilitate agricultural sector interventions and public service delivery are developed.

Activity-3 (for generation of Output 3)

[Preparation for the annual plan based on the mid-term strategic plan and AWPB for each project]

Activity 3-1. By following the procedures (output of activities 2-1), the Annual Plan (AP) is developed based on the SP (output of activity 2-2) in each Ministry concerned.
Activity 3-2. Ministries concerned conduct the plan-do-check-action cycle: development of AP, review and evaluation of AP, development of the new AP and SP by reflecting the results of the review and evaluation.
Activity 3-3. The Annual Work Plan and Budget (AWPB) for each project to be implemented for the coming year are developed by the Ministries concerned, in collaboration with the State Ministries, if necessary. The pilot projects implemented under the Project are also targets of this AWPB development.

[M&E of the project implementation]

Activity 3-4. Implementation, reporting and monitoring of the projects are conducted by using the AWPB, and other tools.
Activity 3-5. The information and reports related to project implementation and management are properly managed.
Activity 3-6. Particularly the pilot projects under the Project are implemented and monitored in collaboration with the National and State Ministries.

Inputs

South Sudan side:

  1. Counterpart personnel and administrative services from CAMP/IDMP ICTT and Authorities Concerned of GRSS.
  2. Project office space with necessary equipment.
  3. Local costs other than the equipment provided by JICA.

Japanese side:

  1. Dispatch of experts: Chief Advisor, Deputy Chief Advisor, Coordinator and other experts in the areas necessary for the project activities (e.g. Administrative and Financial Management, Donor Coordination, Monitoring and Evaluation, Peace Building and Conflict Mitigation, Legal System Advisor, Agricultural Development, Value Chain Analyst, Agriculture Finance, etc.)
  2. Training in Japan and in third countries, when deemed appropriate and necessary.
  3. Machinery and equipment, when deemed appropriate and necessary for the project activities.
