Background

Having gone through several political momentums in recent years, such as Comprehensive Peace Agreement in 2005 and South Sudan's independence in July 2011, as well as Darfur Peace Agreement in 2006 and Doha Peace Agreement in July 2011, Sudan has yet embraced instability. This trend is remarkable especially in its war-torn areas, Darfur in west and the border of the Three Protocol Areas with a new neighboring country South Sudan. The long-continued wars kept these areas fragile and underdeveloped.

In order to contribute to sustainable peace and development in the aforementioned areas in the long-term, in February 2009, JICA agreed to support improving public services though human resource development in the area of basic human needs; water supply, maternal and child health and vocational training for Darfur States, South Kordofan and Blue Nile State.

Project Summary

The Project goals are as follows:

  1. Coordination capacities of the state government are strengthened through management of pilot activities and training programmes.
  2. Human Resources for water supplies, health(maternal health) and vocational education are improved through implementation of pilot activities and training programmes.

Through achieving these two main goals, this extensive project, standing at the peace-building perspective, ultimately intends to contribute to establishing ‘a good cycle' that consists of provision of better basic public services to the people and mutual trust between the government and people in the war-affected areas of Darfur, South Kordfan and Blue Nile States.

Project Highlights

Water Supply: Engineers from State Water Corporations were trained in well rehabilitation & management

As of May 2013, 104 engineers in State Water Corporations in 3 Darfur States have received training courses in well rehabilitation, maintenance, planning and financial management among others. Some of the courses were jointly held with participation of fellow engineers from State Water Corporations in Sennar, White Nile and Kassala, pilot States of two other Projects in JICA Water Program in Sudan.

As a result, 50 boreholes in Darfur areas and 21 water yards in South Kordofan and Blue Nile States were properly rehabilitated by Sudanese engineers.


Maternal & Child Health: JICA supports In-service training for village midwives

As of May 2013, 137 Health visitors/Assistant Health visitors have been trained as trainers, and 1457 village midwives were trained only by those Sudanese trainers in 2010 to 2012. Moreover, additional 1159 village midwives were trained from the period of June to October 2013 in cooperation with UNICEF.


Vocational Training: JICA supports to improve courses in technical schools and vocational training institutions

As of May 2013, 168 instructors in technical schools and vocational training institutions have received training of trainers in management, teaching methodology and technical upgrading.

As a result, 5 training institutions in the target states have successfully implemented short- term vocational training courses for 962 students in electricity, automobile and welding/machinery. Moreover, additional 180 people were trained in Darfur technical schools from the period of June to September 2013.
