Outline of the Project

1)Project Title:

Project for Improving Maternal and Child Health Care System in Khatlon Oblast (Phase II)

2) Scheme

Technical Cooperation

3) Project Budget:

540 million Japanese Yen (4,86 mln. USD as of December 2017)

4) Project Duration:

August 1, 2017 - December 31, 2022

5) Target Area:

Baljuvon, Khovaling, Muminobod, Bokhtar districts and Norak, Sarband cities

6) Counterpart Agency:

  • Ministry of Health and Social Protection of the Population of the Republic of Tajikistan

7) Project Objective:

To strengthen maternal, newborn and infant (MNI) health system in the target districts/cities in Khatlon Oblast

8) Project Scope / Activities:

  • Rehabilitation of facility and provision of equipment (including maintenance of the equipment)
  • Conducting trainings on Emergency Obstetric and Neonatal Care (EmONC) and case audit;
  • Conducting meetings between Central District Hospitals and Rural health Centers on MNI referral;
  • Conducting Supportive Supervision (S/S), developing training plan, and Manager training in Japan;

9) Expected Results:

  • The functions of the maternity departments and pediatric departments of the central district hospital and numeral hospital are improved;
  • Knowledge and skills on MNI care of health professionals are strengthened;
  • Referral system for MNI care is strengthened between primary and secondary health care facilities;
  • Capacity to manage on MNI care is strengthened in Health Department of Khatlon Oblast Government;

10) Beneficiaries:

  • Direct beneficiaries are Health officials in Health Department of Khatlon and health professionals for maternal and child health care in Central District/City Hospitals, Numeral Hospitals and Primary Health Care facilities.
  • Indirect beneficiaries are reproductive age women and infants in the target districts/cities

11) Contributing to the NDS 2016-2030:

To improve the accessibility, quality and efficiency of maternal and child health services

12) Contribution to SDGs:

  • To ensure healthy lives and promote well-being for all at all ages (SDG - 3);
