Outline of the Project

1)Project Title:

Project for Capacity Development for Road Disaster Management

2) Scheme

Technical Cooperation

3) Project Budget:

360 million Japanese Yen (approximately 3.2 mln. USD as of December 2017)

4) Project Duration:

April 12, 2017 - July 31, 2020

5) Target Area:

International and Republican Roads in Hisor and Sughd SETMs as well as Nurobod, Rasht and Tojikobod SEHMs.

6) Counterpart Agency:

  • Ministry of Transport of the Republic of Tajikistan (MOT)
  • State Enterprise of Transport Management (SETM)
  • State Enterprise on Highway Management (SEHM)

7) Project Objective:

To improve the capacity of MOT and the target SETMs/SEHMs for effective road disaster management.

8) Project Scope / Activities:

  • To develop and improve the plan of disaster management structure of MOT and the target SETMs/SEHMs;
  • To conduct trainings on disaster recovery works;
  • To develop a road disaster prevention manual for SETMs/SEHMs;
  • To develop a future disaster prevention plan for each target section;
  • To develop budget proposal for disaster prevention;

9) Expected Result:

  • Road disaster management structure of MOT and the target SETMs/SEHMs is strengthened;
  • Road disaster recoveries by the target SETMs/SEHMs are improved through standardization;
  • Process of locally adaptable road disaster prevention is established at the target SETMs/SEHMs;
  • Data necessary for road disaster management is available at MOT at the target SETMs/SEHMs for budget preparation and road disaster recovery and prevention. Efficiency of road maintenance in the targeted areas is improved;

10) Beneficiaries:

Relevant staff of MOT, Hisor SEMTs and its 9 SEHMs, Sughd SETM and 14 SEHMs, and Rasht SEHM and its 3 SEHMs (Nurobod, Rasht and Tojikobod)

11) Contributing to the NDS 2016-2030:

To ensure overcoming the communication deadlock and transforming the country into a transit point.

12) Contribution to SDGs:

To build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation (SDG - 9);
