National Roll-Out of Human Resource for Health Information System (HRHIS) / Training Institution Information System (TIIS)

The Project has been supporting the Ministry of Health and Social Welfare (MoHSW) to establish two information systems for the purpose of strengthening human resource for health planning and development at national, regional and district level. One is Human Resource for Health (HRH) Information System (HRHIS) for management of HRH, and the other is Training Institution Information System (TIIS) for management of health training institution (HTI).

The Project has installed HRHIS in all national hospitals, all 25 Regions and 178 Districts, and TIIS at all 151 training institutions both public and private and universities, thereby capturing data for all human resources in Tanzania health sector. The Project provides support for system operation, onsite data input and data utilization through bi-annual supportive supervision. As of May 2014, for HRHIS, data collection rate stands at 95% for public facilities and 82% for private health facilities, and for TIIS, 94% for public HTI and 71% for private HTI.

Data generated from both systems provide reliable information for the production of various reports and policy documents at National, Regional and District levels. "HRH Country Profile 2013/2014 ", "Staffing Level 2013/2018" and "Human Resources for Health Strategic Plan 2014-2019" are some good examples. Increasing number of Regions and Districts, as well as HTI, is using HRHIS/TIIS for planning development of HRH with increased efficiency.

For enhanced sustainability of HRHIS/TIIS, the Project supports Mzumbe University, the only University in Tanzania to train health administrators, in development of human resources for health who are conversant with HRHIS/TIIS. In January 2014, Mzumbe University undertook its first training on HRHIS/TIIS for 138 students majoring in health system management. In July, the second training was conducted with 127 students. Mzumbe University is currently reviewing its curriculum to integrate HRHIS/TIIS. Once it has happened, the University will be able to continue to supply health administrators with knowledge and skills of HRHIS/TIIS in health facilities all over in Tanzania.
