Mid-term assessment reveals weakness and strengths in supervision and mentoring (October 2013)

Findings of the mid-term assessment on implementation status of comprehensive supportive supervision and mentoring (CSS&M) were shared in a Regional Stakeholders Meeting separately conducted for each region in October 2013. The meetings were attended by 38 and 41 representatives from Regional Health Management Teams (RHMTs), Council Health Management Teams (CHMTs) and Implementing Partners (IPs) in Dodoma and Pwani respectively.

The assessment was conducted during July – September 2013. It revealed that documentation was so weak that the implementation of supervision and mentoring conducted by RHMTs and CHMTs could not be verified by documentation.

Taking the findings into account, each team conducted a SWOT (strengths, weaknesses, opportunities and threats) analysis and developed an action plan to strengthen operationalization of CSS&M based on the analysis.

The assessment identified not only weaknesses but also some good practices, which were also shared in the meetings. Mafia CHMT has integrated supervision for HIV/AIDS into the general supervision in order to maximize available resources, developed an action plan for all health issues for each health facility utilizing the CSS tool and dispatched mentors depending on issues identified by supervisors. Kongwa CHMT also has started to dispatch mentors utilizing the mentoring tools. Kibaha Town CHMT has also dispatched mentors and had already included budget for mentoring in the Comprehensive Council Health Plan (CCHP) for the Fiscal Year 2012/13. Furthermore, in the CCHP, mentoring was expanded to maternal and child health services as well.

The Mafia's good practice was presented in the 3rd National Quality Improvement Forum on Health Care held in November 2013.
