The Project was appreciated by the evaluation team for most of its expected outputs and purpose having been achieved. The terminal evaluation of the Project was conducted during 1st - 17th September. A joint evaluation team was formulated, comprised of representatives from both JICA and MOHSW and an evaluation specialist. The team conducted individual and group interviews to key stakeholders including MOHSW and NACP officers, members of Regional Health Management Teams (RHMTs) and Council Health Management Teams (CHMTs) in the model regions, and implementing and development partners. The team observed some documents as well in the field to verify the statements made by interviewees. The team was impressed with responses and performance made by the CHMTs that they visited. The findings and recommendations were presented in the 5th Joint Coordination Committee (JCC) Meeting. One of the findings that attracted the audience was the statistical analysis showing that the data feedback may have an impact on data quality improvement. The key recommendation was that MOHSW and NACP shall initiate replication of the Project approaches to other vertical health programs such as Malaria, Tuberculosis, Maternal and Child Health as well as other regions and councils. It was recommended that the Project develop an exit strategy before the end of the project period.
