Assessment reveals improvement in operationalization of comprehensive supportive supervision and mentoring (CSS&M) in model regions (October 2014)

Second assessment revealed that documentation of CSS&M for HIV and AIDS services has been continuously improved at all levels from baseline. The assessment on implementation status of CSS&M was conducted in the two model regions (Dodoma and Pwani) during May – July 2014 and the findings were shared in the 3rd CSS&M Stakeholders Meeting held on 1st and 2nd October 2014. The meeting was attended by 67 representatives from National AIDS Control Programme (NACP), Regional Health Management Teams (RHMTs), Council Health Management Teams (CHMTs) and Implementing Partners (IPs) in the model regions.

An improved supervision report, which is health-facility specific, includes an action plan for each health facility, elucidating issues, action points, responsible persons and timeline. In addition to those items, some Health Management Teams have started documenting implementation status of the action plan and being more conscious of problem solving.

While the documentation of supervision improved, the coverage of health facilities by council supervisors went down from baseline. The decline could be attributable to longer time that supervisors spend at a health facility than before.

Mentoring needs have been identified by supervisors at all levels during supervision. However, dispatching mentors to attend the needs was still weak. One of the common challenges that CHMTs encountered in the past one year was lack of funds for dispatching mentors. However, the assessment also revealed that 12 CHMTs (out of 14) in the model regions have incorporated mentoring activity in the Comprehensive Council Health Plan (CCHP) for the fiscal year 2014/15.
