"Field Test for the Regional Management Supportive Supervision (RMSS) tools" in Singida and Morogoro Regions

Phase 1 of theProject developed asystem and tools for Central Management Supportive Supervision (CMSS) which is a supervision system from central to regional levels with the aim of strengthening RHMT capacity. Currently, the tools are highly appreciated and utilised by the Ministry of Health and Social Welfare as the tools for advising the RHMT activity and boosting their motivation.

During Phase 2 of the project a tool is being developed for the RHMT to conduct management supervision to CHMTs. In the 1st year of the projectyear, we embarked on the development of supervision check list which was highly demanded by the RHMT and also expected to clarify the purpose and methods of the supportive supervision. While developing the Supervision checklist, the importance of monitoring CHMT activities based on the Comprehensive Council Health Plan (CCHP) was emphasized. By its recognition, the development of Progress Monitoring Sheet was additionally developed for monitoring implementation status of the planned activities.

In April 2012, the Project tested the monitoring sheet and checklist in the field and got confirmation on the effectiveness and user-friendliness of the tools. The tests were conducted in Singida-Rural and Iramba Districts in Singida Region, and in Kilosa and Mvomero districts in Morogoro Region with the cooperation of two RHMTs.' .

The field test began with an orientation for the RHMT on the draft tool, followed by the 2 supervisors selected from RHMT testing the tools on the CHMTs.

Although the test took place in the busiest budget season, the participants in all test districts were actively involved. They welcomed the supervision using the two tools as they clarifiedthe issues surrounding the plans and implementation. At present, many regions tend to misunderstand that the supervision is a chance to visit health facilities and to inspect their physical conditions. Through participation of this field test, the RHMT became aware of their misunderstandings and incorrect practices. The participants also welcomed the RMSS which enables them to think collectively as a team among RHMTs and CHMTs.

We completed the first year of the projectin June 2012. The development of the tools will continue in the second year and full-scale introduction will be expected in early 2013.
