New beginning of closer coordination with PMO-RALG

The representatives of the project team, the MOHSW Coordinator for Regional Health Services, the Chief Advisor and the Senior Health Advisor visited the Prime Ministers Office– Regional Administration and Local Government (PMO-RALG) on the 14th of September 2012 to seek further coordination with the Director of Sector Coordination and the staff in charge of Health Sector at the Office. The main purpose of the meeting was to discuss possibility of specific activities for strengthening the coordination between the two ministries.

The project team took their counterparts through the overview of the project and made a detailed explanation of its activities. Following the explanation, the team asked the cooperation and participation of the PMO-RALG in the following project activities in the second project year; review of the official document on the roles and functions of RHMT (2008), development of tools for the supportive supervision, the training on the Plan Rep (Planning and Reporting database tool used by the Local Government Authority). As a clear guidance and communication of directivs is crucial to the strengthening of regional health administration, the diligent follow -up from the PMO-RALG side was requested.

Regarding the assessment of Comprehensive Council Health Plan (CCHP), the officials and the project agreed that it was an anomaly sincethe process by-passed the regional level and the Ministry of Health and Social Welfare collected the plans from the LGAs directly. The official present shared the view that the health related administration, where the central level is involved, is supposed to function through the regional level. Furthermore, PMO-RALG confirmed that the intellectual property of the Plan Rep belongs to the Government of Tanzania through PMO-RALG and the Information, Communication and Technology Division of the Office oversees its updates and revisions as supervising department. In the interaction involving acting Assistant Director of ICT Division, they informed the project of the existence of National Management Information System Facilitators (staff in charge of IT at the office of Regional Administrative Secretaries) and it was agreed that the facilitators will cooperate with RHM2 for the Plan Rep training.

We will continue promoting the coordination and cooperation between the PMO-RALG and the MOHSW through the project activities.
