Background of the Project

The National Irrigation Master Plan (NIMP) study program was carried out from 2001 to 2004 in collaboration with Government of Tanzania and Government of Japan. During the period, the Guideline for Irrigation Scheme Formulation for DADPs was developed.

As a follow-up of the NIMP study, the Technical Cooperation (TC) on the "Formulation and Training on DADP Guidelines for Irrigation Scheme Development" was implemented from 2007 to 2010. The purpose of this TC was to enhance the capacities of the concerned districts in planning irrigation schemes development as part of the DADPs.

The TC also developed additional guidelines that cover implementation stages of irrigation scheme development, e.g. designing, tendering procedures, contract management, construction supervision, as well as Operation and Maintenance (O&M) stages, and also compiled those guidelines into one textbook.

After that, "The Capacity Development for the Promotion of Irrigation Scheme Development under the DADPs" (i.e. TANCAID) was commenced from December 2010 to disseminate Comprehensive Guideline to national wide.

TANCAID has been enhancing the capacity development of Zonal/District irrigation staff as well as Irrigation Organization (IOs) through the training of formulation, construction and O&M.

TANCAID also has been supportinng more than 70 irrigation schemes directly though above training and OJT.

Irrigation schemes developed under DADPs are improved and promoted.

Project Purpose

Capacities of Zonal/District irrigation staff as well as Irrigators Organizations (IOs) trained by the project in all the seven Irrigation Zones are enhanced.

Outputs

  1. The supporting system for the implementation of the irrigation scheme development (i.e. planning and institutional set up, feasibility study, design, tender and contract management, and construction supervision) by zonal/district irrigation staff is improved, in line with the Comprehensive GL.
  2. The supporting system for IO's Operation and Maintenance (O&M) system of irrigation schemes by Zonal Irrigation and Technical Service Units (ZITSUs) and district irrigation staff, is improved.

Major Activities of the Project

Output 1

1-1 The number of trainers who are trained and in-service for irrigation development in line with the Comprehensive GL increases.
- trainers in ZITSUs from 2 to 21
- trainers in districts from 0 to 28
1-2 The number of districts which submit irrigation development reports required in the Comprehensive GL, increases from 0 to 26.
1-3 The Comprehensive GL is revised /updated in respect of implementation of irrigation scheme development, if necessary.

Output 2

2-1 The number of trainers who are trained and in-service for institutional capacity development of IOs in line with the Comprehensive GL increases.
- trainers in ZITSUs from 0 to 21
- trainers in districts from 0 to 28
2-2 The number of IOs, which have basic operation plan, operation record and maintenance record required in the Comprehensive GL, increases from 0 to 37.
2-3 The Comprehensive GL is revised /updated in respect of Operation and Maintenance (O&M) of irrigation schemes, if necessary.
