The Second JCC Meeting, June 3, 2013 in Dodoma

As scheduled every twelve month, the second JCC meeting was held to share project information and form necessary consensuses.

During the JCC-2, the point of unit rates for different road maintenance intervention was raised, according to the PMO-RALG the flat rate given for different interventions is for budgeting purposes and is not for physical road works; however, the LGAs responded that they have to use the rates given by PMO-RALG at the Annual Performance Agreement (APA) so as to reach the targeted kilometres; otherwise, they were supposed to explain in details to PMO-RALG. It was agreed that, PMO-RALG shall meet and discuss on this matter.

Sustainability of the leasing system in the model districts was also discussed. Although the provision for the equipment was meant to be leased to the LBT Contractors, the main objective is to enhance applicability of Labour Based Technology. It was realized the difficulties on how to make the system sustainable.

Another point discusses was the appointment procedure of the members of the Inspection Committee. On this matter it was mentioned that the Director of Infrastructure Development (DID) should discuss with the Permanent Secretary on how the LGAs Directors shall appoint the Inspection Committee members and shall not affect the implementation of the road works.
