On June 13th, 2012, the 3rd task force meeting on development of the release estimation manual for the refinery industry was held at the Department of Industrial Works (DIW), presided over by Mr. Mongkol Pruekwattana, Director of the Water Technology and Industrial Pollution Management Bureau. The task force members -- representatives from various refinery companies, university lecturers, also Pollution Control Department (PCD) and DIW officers – actively participated in the meeting.
In this meeting, the JICA Expert, together with Mr. Decha, Director of the Air Pollution Division, DIW, updated participants on the revised target substances list and explained in detail the selection process and revisions made. A summary presentation on point source definition for the Thai PRTR system, as a tentative final draft, was also delivered and the floor was opened for comment. Leading into the discussion topics, the JICA Expert presented the first draft of the release estimation manual for the refinery industry which included contents on the introduction of the PRTR system and the concept of release estimation techniques. The task force members promised to study and submit feedback on the draft manual, as their final assignment.
According to the work plan, this is the last gathering of the task force members for the refinery group. However, one additional meeting for the finalization of the manual will be held in October 2012. The prepared release estimation manual for the refinery industry will be used as a guideline for the industry in reporting PRTR data during the pilot implementation, 2013, in Rayong province.
