The 3rd PRTR seminar was organized at Century Park Hotel on July 19th, 2013 with over 200 participants from various sectors including government, industry, academic institute, and NGOs. Deputy Director General of PCD, Ms. Sunee Piyapanpong, Deputy Director General of DIW, Mr. Chumpon Cheewaprapanunt, and Governor of IEAT, Dr.Verapong Chaiperm jointly delivered the opening speech.
The seminar topics focused on the progress of pilot implementation in Rayong. Presentations were delivered from the counterpart staff of PCD, DIW and IEAT. From PCD, Director of Hazardous Substance Division, Ms. Teeraporn Wiriwutikorn presented the general progress of the pilot implementation with emphasis on non-point source estimation, including agriculture, paint/construction, and mobile source, followed by Mr. Ittipol Paw-armart from PCD's automobile emission laboratory with a detailed report of their experiment on emission factors from vehicle sources. The DIW report was given by Dr. Sirakarn Leungsakul from the Bureau of Industrial Water and Environmental Technology, on its study of emission from non-listed industrial sources (mainly SMEs) and development of an industrial PRTR database. The IEAT report was given by Dr. Jariya Sukhapan from the Environmental Department, on its emission model study from 5 industrial categories, namely wood & furniture, fabricated metals, electrical machinery, plastic, and rubber, as well as from other non-industrial sources such as hospitals, universities/schools, and households.
The final session of the seminar was a panel discussion led by Dr. Decha Pimpisut from DIW, Ms. Teeraporn Wiriwutikorn from PCD, and Mr. Munehiro Fukuda from JICA expert team. Active discussion continued on various aspects of PRTR. Very keen interest and active opinions were expressed by the hospital sector, in addition to the industrial sector.
