Bangkok has a very high level of Greenhouse Gas (GHG) emission per capita. In addition, the city is likely to suffer from impacts of climate change, such as flooding, coastal erosion and etc. Consequently, the Bangkok Metropolitan Administration (BMA) has been taking several actions to tackle climate change, particularly the implementation of the BMA Action Plan on Global Warming Mitigation 2007-2012 which aimed at reducing GHG emission by at least 15% under business as usual projections in 2012.
In Thailand, the BMA is considered the first and only municipality that has its own action plan and targets related to climate change, and JICA had capacity development for officials of the BMA to implement the capital's first Action Plan through a technical cooperation project on "Capacity Building on Climate Change Adaptation and Mitigation for Implementation in Bangkok" between 2009 and 2012. Upon termination of the Action Plan, the BMA, with JICA's continuing assistance, will further develop a comprehensive long term master plan, while considering the lessons learnt from the previous Action Plan to ensure effective implementation and sustainability. The Master Plan will include 5 important components, namely (1) environmentally sustainable transport, (2) energy efficiency and alternative energy, (3) efficient solid waste management and wastewater treatment, (4) green urban planning, and (5) adaptation planning.
Throughout the cooperation period, JICA will also provide trainings and seminars for BMA officials aiming at capacity development to ensure efficient and effective implementation of the Master Plan, by utilizing the experience and expertise of the local government of Yokohama City, Japan, in planning and implementing such climate change plans/measures at the city level.
The Bangkok Master Plan on Climate Change, including its action plan(s), is fully prepared for the implementation.
