Engagement in ASEAN Climate Change Working Group /Partnership Conference

The Project participated the 2nd Climate Change Partnership Conference held in conjunction with ASEAN Working Group for Climate Change on 28th August 2019 together with TGO. The Partnership Conference, initiated by ASEAN Secretariat and AWGCC Presidency from last year, aimed at facilitating in-depth discussions and exploring cooperation opportunities in implementing projects under the AWGCC Action Plan.

The Partnership Conference initiated with introduction of the overview of AWGCC Action Plan along with the results of pre-distributed questionnaire regarding regional needs – climate change long-term strategy development, cross-cutting coordination among relevant agencies, capacity building for MRV, mitigation/adaptation measures, climate projection modeling as well as climate finance turned out to be common needs across the member states.

The subsequent panel discussion entailed introduction and status reporting of new and on-going support to contribute to implementation of the AWGCC Action Plan by the participated developing partners as summarized below.

In the panel, the Project introduced contribution to AWGCC Action Plan through support to regional capacity building endeavors through TGO/CITC platform, along with introduction of climate-related support portfolio in Southeast Asia. In relation to capacity building, some members states echoed with the importance of directing towards results-based capacity building.

The dialogue with ASEAN member states entailed exchanges over several topics including, inter alia, partners' interest areas (transparency) in view of fair distribution of resources over broader topics/needs, mutual relationship among the support initiatives introduced, eligibility criteria for joining the support initiatives, progress of activities. The role of city-level climate responses were also raised from the floor, and the horizontal coordination and synergies between AWGCC and other working group (AGWESC) in charge of cities actions, together with relevant on-going programs of Urban Resilience Network and Clean Air Initiatives were also called upon.

The Partnership Conference confirmed the recognition of CITC's regional capacity building effort as one of the tools to support AWGCC Action Plan.
