Regional training on "Climate Finance" for ASEAN countries - GCF Concept Note Write-shop to improve access to international climate finance -

On 10-12 September 2019, the Project organized a regional training course on the topic of "Climate Finance" in Bangkok under the Climate Change International and Technical Training Center (CITC), which is operated by Thailand Greenhouse Gas Management Organization (TGO). The total of 25 participants from 8 ASEAN Member States, namely Brunei, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand and Vietnam, attended the training.

The training aims to enhance access to GCF[1] funding in Southeast Asia, and invited trainees from national focal point agencies of GCF (National Designated Authority or NDA) and also relevant ministries and entities who endeavor to formulate and implement climate change projects using the GCF funding.

By attending this training, the trainees were able to learn and acquire essential skills necessary to formulate climate change projects taking into account various crucial points to consider in development a project proposal including the investment criteria of GCF.

During the group exercise, the trainees developed a project proposal in a format of GCF Concept Note, using their own project idea they brought to the training. In the process of developing Concept Note, the trainees received practical and hands-on advices from experienced international experts including GCF representative and GCF Accredited Entity (AE). The Project will continue its support to TGO so that CITC can expand its hands-on style training courses that generate tangible outputs.


Under the Paris Agreement, developing countries including Southeast Asian countries need to move quickly towards the phase, which is the implementation of climate actions. This CITC training course offered an important opportunity for Southeast Asian countries to improve their practical knowledge and skills, which are essential to secure budget to move to the implementation phase of the Paris Agreement.

  • [1] GCF is a multilateral fund for supporting reduction of greenhouse gases (mitigation) and addressing impacts of climate change (adaptation) in developing countries. Establishment of GCF was decided in the 16th meeting of parties to the United Nations Framework Convention on Climate Change (COP16) held in 2010. GCF has started funding to climate change projects in 2015.
