BMA officials' study visit on climate change mitigation/adaptation strategy to Yokohama

The 2nd study visit of "Project for Strengthening Institutional Capacity for the Implementation of Bangkok Master Plan on Climate Change 2013-2023" was conducted in Yokohama from 24 July to 2 August 2019. Deputy Permanent Secretary, Director Generals and Director of Department of Environment, Transport, and Strategy and Evaluation, and professional officers who are responsible for Climate Change Strategy, Transport, Public Works, Solid Waste Management and Wastewater, Drainage, City Planning, and Air Quality, 14 officials in total, have actively participated in various site visits, lectures by Japanese Government officers and experts, and workshops during their stay.

The City of Yokohama and Bangkok signed MOU on technical cooperation on sustainable urban development in 2013 and have been in close relationship for long time. The high-level policy dialogue between Deputy Mayor Mr. Kobayashi of the City of Yokohama and Deputy Permanent Secretary Mrs Wiparat of Bangkok Metropolitan Administration (BMA) with Director Generals of concerned Departments of both sides was conducted to exchange views and learn from each other on climate actions and SDGs. The City of Yokohama is one of the leading local municipalities in Japan in this field.

BMA officials learned a lot about promotion of public transportation, traffic management of the metropolitan area, energy efficiency measures and strengthening resilience in public buildings, waste incinerator and sludge recycling/reuse, and air quality monitoring through site visits to the various facilities of the City of Yokohama, and the city's effort to reconcile climate change mitigation/adaptation measures and creating sustainable and attractive urban area. It is expected for BMA participants to share their findings and adopt them in Bangkok to achieve the goal set under the current Master Plan on Climate Change.

BMA is planning to set a new 2030 target for GHG emission reduction and necessary climate actions to realize the new target. The JICA project, which has been supporting BMA's climate actions since December 2017, is providing technical and financial support for it by ensuring application of the findings into their strategy and projects. In the 5th Joint Taskforce meeting held on 28 August 2019, the study visit participants reported their action plans based on the findings to their colleagues, and the roadmap for the new target and action plan was confirmed.

The study visit and JICA experts' support for setting the target and action plan will contribute to the Project's output to strengthen BMA's institutional capacity for climate actions.
