Background

JICA Technical Cooperation Project for Development of Basic Schemes for PRTR System in the Kingdom of Thailand (PRTR Phase 1) was successfully implemented, in cooperation with PCD, DIW and IEAT, during 2011 - 2016.

Following the success of the Phase 1 Project, a proposal for Phase 2, "Development of New Pollution Management Model Using PRTR and Public Participation Principles for Eco Industrial Town (PRTR Phase 2)", was submitted by DIW on behalf of three agencies in August 2016. The proposal was reviewed by the Japanese side and was selected for implementation in 2018.

However, there were several situations causing the delay in implementation. In September 2018, it was agreed to change to the implementation modality from "project-typed technical cooperation" to "individual expert assignment" in view of well-developed counterpart status of the Thai side and also to avoid any further delay in implementation.

The Overall Goal

To develop a new pollution management model based on information disclosure - public participation - promotion of voluntary management which support super cluster policy as well as be transferred to neighboring countries

Outputs

1. Development of public audit program for Eco Industrial Town program at pilot area
2. Capacity development of PRTR data utilization
3. Capacity development of risk communication and public participation mechanism
4. Disseminating lesson/experience to neighboring countries

Project Activities

Activities under Output 1:

1-1	Review of Eco Industrial Town performance indicators and integration of PRTR
1-2	Design public audit program for public auditor
1-3	Develop training program for public auditor
1-4	Implement pilot training program for public auditor at pilot area
1-5	Implement public audit of Eco Industrial Town at pilot area

Activities under Output 2:

2-1	Capacity development of CP organization for modeling and risk assessment
2-2	Capacity development for environmental monitoring using PRTR data including pilot implementation of community participated VOCs/Odor monitoring by canister
2-3	Prepare case history and guideline for industrial sectors to reduce emission using PRTR data

Activity under Output 3:

3-1	Improve web-based awareness raising and data/information disclosure system of PRTR and monitoring data

Activity under Output 4:

4-1	Prepare dissemination materials on "Lesson Learned and Recommendations on Industrial Environmental Management from Map Ta Phut, Thailand to Vietnam's Industrial Area"
