Background

In Thailand, based on the Mass Rapid Transit Master Plan in Bangkok Metropolitan Region (M-MAP) formulated in 2010, it is considered that there is a certain prospect for the development of major routes in the Bangkok Metropolitan Area. But, Thai government thinks that on M-MAP there are issues such as accuracy of demand forecast, connectivity with railways and other transportation modes, promotion of integration of urban railways and urban development plans, etc. So, they are planning to formulate a new master plan (The Second Mass Rapid Transit Master Plan in Bangkok Metropolitan Region, M-MAP2), including a new route development plan.

The former Minister of Transport of Thailand requested JICA to cooperate with the formulation of M-MAP2. In March 2017, JICA and The Office of Transport and Traffic, Policy and Planning (OTP) agreed with the formulation of the ""Blue Print"" for M-MAP2. From September 2017, JICA conducted data collection survey in order to collect necessary information for the formulation of the ""Blue Print"" of M-MAP2 and the extraction of issues for the revision of the current demand forecast model. As a result of the survey, the Commission for the Management of Land Traffic approved the ""Blue Print"" in January 2019, and it is confirmed that Thai government will take the initiative of future formulation of M-MAP2. In addition, in April 2019, the Department of Rail Transport (DRT) was established in the Ministry of Transport of Thailand as a new department in charge of railway administration from policy planning to supervision. So, DRT now takes responsibility for M-MAP2 formulation.

In the survey, as support for the policy making process for the Thai government, in order to enhance the objectivity and neutrality of the policy review process and the content of the study, the working group (WG) has been established where various issues have been discussed with experts from both Japan and Thailand. Through a series of WG, issues in the current demand forecast model and the points that should be tackled in the formulation of M-MAP2 are also clarified. Based on these, Thai government will work on developing railway demand forecast model and formulating M-MAP2 detailed plan. But considering the situation where Thai government needs to have more experience related to model analysis, continuous support from Japan is also needed through participation on the WG, etc.

Based on such situation, in this project, while the Thai government is taking the initiative for formulation of M-MAP2, Japan will be also supporting to strengthen Thai government's capacity to formulate railway master plans and to make the plan be in high quality reflecting the points of the Blue Print.

Project Purpose

Capability of Thai government and DRT to formulate a future railway master plan is improved.

Outputs

  1. Railway Demand Forecast Model is developed.
  2. The detailed plan of M-MAP2 is formulated and approval process is taken by Thai side.
  3. The promotion of realization of M-MAP2 is conducted.
