The Second Workshop for sharing Prioritized Challenges and Goals was held on 19th April.

The Government of Republic of Zambia targets that water supply coverage ratio in urban area will be 100% by 2030. Therefore, there is an urgent need for the establishment of the operation plan for sustainable and sound management of commercial utilities (CU) and establishment of Human Resources Development Plan for improvement of technical capabilities of CU staff. Based on the background, JICA is implementing "The Project for Strengthening Capacity of Urban Water Supply Infrastructure". The Project is composed of (1) Drafting Evaluation Manual to abstract CU's challenges (2) Abstracting the challenges with Evaluation Manual (3) Formulation of Mid-Term Business Plan and Human Resources Development Plan to solve the challenges.

[Implemented activities]
August 2017: Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP) and National Water Supply and Sanitation Council (NWASCO) which are implementing organizations, drafted the evaluation manual together with four CUs (Lusaka Water Sewerage Company, Western Water Sewerage Company, Luapula Water Sewerage Company and Kafubu Water Sewerage Company) and JICA Expert Team.
September to November 2017: CUs self-evaluated themselves and abstracted the challenges.
December 2017: CUs shared the corresponding challenges with MWDSEP, NWASCO and other CUs.
January to March 2018: CUs decided on prioritized challenges, the goals to solve the challenges and verifiable indicator.

[Activities for this term]
19th April 2018: Second workshop was held at Government Complex, Lusaka and staff from CUs (Managing Director, Director of Human Resources, Director of Engineering and Director of Finance), MWDSEP and other donors attended the workshop. In the workshop, CUs confirmed the prioritized challenges and countermeasures to be implemented such as reduction of non-revenue water and implementation of awareness raising activities and confirmed goals with each other and shared same prioritized challenges.
18th April and 19th April 2018: CUs and JICA Expert Team addressed the directionality, the composition and specific contents of a draft of Mid-Term Business Plan and the Human Resources Development Plan to achieve the goals to solve the challenges identified in Lusaka.

[Further activities]
CUs will continue the collection of various information and discussion and formulate details of Mid-Term Business Plan and Human Resources Development Plan with assistance from JICA Expert Team. In July 2018, the third workshop will be held to share the draft of Mid-Term Business Plan and the Human Resources Development Plan among CUs. Afterwards, CUs will submit a final version of Mid-Term Business Plan and Human Resources Development Plan to the Board Members of each CU. Based on these plans, improved activities by CUs will be implemented.
