Background of the Project

Zambia has a vision becoming a prosperous middle income country by 2030, and the productivity improvement and competitiveness enhancement are recognized as a top agenda. Upon request from the Government of Zambia, JICA started the assignment of senior volunteers from 2008 for the improvement of the productivity in the private sector and supported the introduction of the quality and productivity improvement approach known as KAIZEN mainly through Quality Control circle activities. As a part of JICA's technical cooperation project, Zambia Investment Promotion Project-Triangle of Hope, JICA supported activities to expand target fields of KAIZEN activities, enhance productivity throughout the country, and improve the investment environment. Through these efforts, KAIZEN activities have started to be recognized as having a high potential for contributing towards strengthening the competitiveness of Zambian industries.

With an aim to further expand and sustain the implementation of KAIZEN activities, Government of Zambia set up the KAIZEN Institute of Zambia (KiZ) and requested the Government of Japan for technical corporation for institutional capacity building of KiZ and training of KAIZEN consultants responsible for the dissemination of KAIZEN Activities. This request led to the implementation of technical cooperation project, the National KAIZEN Project (Phase 1 Project) from February 2014 to December 2016. In the project, JICA assisted the development of the mechanism to disseminate the concept and knowhow of KAIZEN through strengthening KiZ's functions, including the development of KAIZEN Master Plan, training KAIZEN consultants, and implementing publicity works on KAIZEN activities.

Given the Phase 1 Project‘s outputs, Government of Zambia requested Government of Japan for its support in implementing its subsequent technical cooperation project, the National KAIZEN Project Phase 2 in the Republic of Zambia, which aims to expand KAIZEN Implementation and further train KAIZEN consultants.

Purpose

Overall Goal: KAIZEN implementation expands in private (industrial) and public sectors, which brings about quality and productivity improvement in the both sectors.

Project Purpose: The capacity of KiZ to implement the National KAIZEN Program is enhanced for a sustainable dissemination and expansion of KAIZEN.

Output

Output 1:The KiZ's management capacity to sustainably disseminate KAIZEN is enhanced.

Output 2:The KAIZEN consultant development system is enhanced (including its reproduction system).

Output 3:KiZ becomes able to continually provide KAIZEN consulting services that match with the needs of private and public sectors.

Output 4:Activities to disseminate KAIZEN nationwide are enhanced (KAIZEN club, awareness raising, creating demand, geographical expansion, etc.)

Activities

1-1 Based on the KiZ Long Range Strategic Plan, KiZ starts HOUSHIN TENKAI/HOUSHIN KANRI, which is Breakthrough Management Method, (annual and mid team), including implementation and financial plan for KAIZEN dissemination.
1-2 Based on the annual financial plan, KiZ continually conducts revenue and expense management.
1-3 Following the implementation and financial plan, KiZ implements and monitors the KAIZEN dissemination activities, and periodically revises the plan when necessary.
1-4 KiZ collects and accumulates quantitative data on the performance of KAIZEN by implementing organizations and conducts analysis.
2-1 KiZ reviews the system and program of developing KAIZEN consultants, which was prepared by Phase-1 Project, and revises the program contents and training materials for training.
2-2 KiZ enhances TOT system of new consultants by KiZ consultants.
2-3 KiZ provides new consultant training every year.
2-4 KiZ nominates model organizations for advanced KAIZEN (ex. SQC, IE, TQM, ISO, etc.) formulates the consultant training plan and implements OJT.
2-5 By monitoring results of the trainings (the new consultant training and the advanced training), KiZ revises the program contents and training materials for consultant training.
2-6 KiZ develops qualification and certification system of KAIZEN consultant including technical standards necessary for providing KAIZEN consulting services.
3-1 KiZ conducts try out non-OJT.
3-2 KiZ organizes top management seminars.
3-3 KiZ prepares fee base services to private and public organizations.
3-4 KiZ starts try out implementation of fee base KAIZEN consulting services.
3-5 KiZ monitors and reviews the results of the implemented non-OJT consulting services including fee based services, improves methodology, and increases KAIZEN consulting services.
4-1 KiZ conducts KAIZEN promotion seminars, KAIZEN workshops and the National KAIZEN Conference every year.
4-2 KiZ collects and compiles information on KAIZEN best practices by organizations, particularly model organizations, and publishes "KAIZEN Success Story"
4-3 KiZ in collaboration with MCTI, ZDA, ZABS and other relevant organizations compiles the achievements and impacts it has attained through KAIZEN dissemination and publicizes them through different media.
4-4 KiZ supports enhancement activities of KAIZEN club.
4-5 KiZ increases regional activities of seminar, short training course and trial consulting service.
4-6 KiZ and related organizations participate in programs to exchange KAIZEN knowledge and experiences with other African countries.
4-7 KiZ, related organizations and KAIZEN implementing organizations participate in KAIZEN International Conference such as ICQCC, ICQ and others.
4-8 KiZ develops a plan to support industrial development of priority sectors (i.e. engineering subsector)
