Terminal Evaluation of the Project

Terminal Evaluation of the Project was carried out from 16th September to 8th October 2008 and the 3rd Joint Coordinating Committee Meeting was also held at the last day of the evaluation term.

Dr. Simon MITI, the Project Director and Permanent Secretary of Ministry of Health and Mr. Shiro NABEYA, Resident Representative of JICA Zambia signed the Minutes of Meeting of the evaluation. We especially thank Dr. MITI to take time from his busy schedule to attend the meeting.

In the discussion of the meeting, Zambian and Japanese side concluded that the Project has successfully implemented all planned activities despite the number of difficulties and hindering factors. And the Project is expected to achieve its Outputs by the end of the period of technical cooperation (the end of March 2009).

The effectiveness of the mobile ART services model developed by the Project has been verified for the future duplication in other districts.

The terminal evaluation has also found that the prospect of achieving the Project Purpose (HIV and AIDS care services are improved and accessible at target districts.) is very likely, given the continuous effort are made by the Project and its stakeholders for the rest of the project period.

It was advised that the mobile ART services model developed by the Project should be continuously monitored and evaluated in order to evolve with the changing circumstances, including the rapid increases of the number of ART clients.
