Project for Reactivation of "Catarama River Basin Irrigation Project"
Basic Guideline for Project Implementation

In the following scheme the concept of the Project Implementation is shown.

For the implementation of this project, the following guidelines are established:

(Basic Guideline 1) Establish an attractive crop model for farmers

To encourage farmers to use irrigation, in first place it is needed to show to neighboring farmers the demonstration plots of the cultivation system established according to the appropriate techniques and irrigation plan. It also requires that the system meets the properly recognized needs of farmers (including existing needs).

To this end, before starting the activities in the demonstration plots, the needs should be recognized and analyzed at the start of the project, and know when and what agricultural products must be harvested to improve revenues and profits, and in addition, always take into account what would be the necessary and appropriate techniques and irrigation plan in the plots to cultivate such products.

Moreover, in order to reflect in a consecutive order in the project the changes of the farmers' needs, support will be provided in the operation of the demonstration plots using the participatory approach.

(Basic Guideline 2) Promote the organization of the Members General Assembly

Three rainy seasons will be experienced during the period of this project, and to constantly improve the effects of disclosure in the demonstration plots, the organization of the Members General Assembly should be strengthened, as well as introduce new ideas for attaining ripple effects within of the general assembly.

That is, a guideline will be adopted to reorganize the General Assembly according to each sub-channel, which requires careful control of irrigation water, increase the rate of enrollment of farmers in the general assembly and strength the organizational capacity by improving coordination among farmers.

As one of the applicable methods, a Roadmap can be showed to the Member General Assembly and to farmers with high possibility of using irrigation, and progressively carry out the project having each year a sense of purpose and goals to achieve. The Roadmap of activities will be developed through discussions with those involved with the project to be shared among all stakeholders.

(Basic Guideline 3) Establish a coordination system with administrative authorities

As mentioned above, the competent institutions of the Catarama River Basin Irrigation and Drainage Project were successively replaced, having to increasingly face difficulties with the transfer of information and reconstruction of the coordination system; and as a result, it was impeded the expansion the irrigation area in this project.

It is essential a narrow and sustainable coordination among stakeholders to promote the Project exploitation and solve different problems. Therefore, in this project is proposed the establishment of a communication dialogue with the purpose of promoting interagency coordination. Therefore, it is proposed:

  • Establish a coordination system involving not only the Autonomous Government, but also agricultural organizations.
  • Take advantage of the Members General Assembly's regular meetings as a place to share information from the administrative authority.
  • Create a developer unit of the irrigated areas' extension surface.

With all this, it will be possible to share more information than before, allowing maintaining a self-sustainable development, as the knowledge will remain accumulated inside organizations even if there is personnel change.
